- Description
- The Coastal Systems Station, Dahlgren Division, NSWC, Panama City, FL 32407-7001 intends to issue a sole-source contract to Bombardier Motor Company of America (BMCA), 200 Sea Horse Drive, Waukegan, IL 60085-2143. This a follow-on contract for completion of the engineering and manufacturing development of a 35 horsepower nongasoline burning engine. Resolution of the final outstanding technical issues will be accomplished. The technology is the modified FICHT electronic controlled, direct fuel injection technology that was developed for the Advanced Development Model Nongasoline Burning Outboard Engine (ADM NBOE). These ADM NBOE were developed under contract N61331-98-C-0025. The reason for a sole-source award is the government's desire to take advantage of its investment in this particular nongasoline burning engine technology. Extensive efforts have been expended to identify and evaluate candidate nongasoline burning outboard engines. This effort has repeatedly been advertised and conducted in a full and open manner, ultimately resulting in the competitive award of contract N61331-98-C-0025 to BMCA s predecessor Outboard Marine corporation (OMC). No other competitor is known to exist that has the engineering staff, experienced in the design of the nongasoline burning engine using this FICHT technology, and the know-how to calibrate (MAP) the engines for their intended uses. BMCA owns proprietary rights to this FICHT technology and has the experienced engineering staff to perform the work. This synopsis can be found at: www.ncsc.navy.mil/contracts/ztables/syntable.htm.
