- ADVANCED ENERGETICS AND NOVEL EXPLOSIVES This is a Sources Sought Synopsis. There is no solicitation available at this time. Requests for solicitation will not receive a response. This Sources Sought Synopsis is published for market research purposes only, and in no way obligates the Governmen t in an award of any contract. The Defense Threat Reduction Agency is seeking commercial technology solutions to address the Department of Defense s needs for advanced energetics and novel explosives. The targets of interest are those that may generate m ore energy, larger power, larger impulse or greater lethality than conventional high explosives. Some examples of desired applications are, but not limited to: * Lighter payload * Enhanced lethality * Higher energy on target * New damage mechanisms * Reduced environmental impact * Lower sensitivity of munitions * Multiple use warheads * Dial a yield -- tailorable * Energetic materials that are used in weapon structure, e.g. reactive case This synopsis seeks to identify ideas for advanced energetic materials and novel explosives to be used as future weapon payloads. Both long term and near term ideas are sought. For each energetic material concept identified, please submit a paper (no mor e than five pages) addressing the following: 1. Description of new conventional, non-conventional and novel explosive ingredients on their synthesis, scale-up, formulations and possible applications. 2. Description of nano and reactive materials, including their compositions, shapes and sizes. Description of their manufacturing techniques, their formulations into warhead payloads and warhead applications. 3. Description of thermobaric formulations, manufacturing techniques, performance measurements and warhead applications against various types of targets such as above ground targets and tunnel targets. 4. A recommended approach to implementing or developing a capability to predict the effects of the identified energetic material when deployed against targets. Potential required support might include first principles computational physics, engineering an alysis, or development of module(s) for use in established weaponeering codes. 5. Provide an estimate of the relative maturity of the identified materials or weaponization concepts. Provide a preliminary assessment of whether the material will be ready for operational testing within one, two years, or three years and greater. If r elevant, provide a brief description of an operational demonstration to verify the concept s lethality effects. Sources having the capability to provide any or all of these requirements are invited to submit white papers (5 pages maximum). Responses addressing more than one of the five requirements are limited to 2 pages per requirement. Responses should include a cost estimate ROM (rough order of magnitude). Documents shall be provided in both hard copy and electronic form (Microsoft WORD, EXCEL, or PowerPoint) to the ContractSpecialist at DTRA, Attn: ALT/Kelly Dowd, 6801 Telegraph Road, Alexandria, VA 22310- 3398 and e:mail: kelly.dowd@dtra.mil as soon as possible but no later than 23 November 2001. Company information should include qualifications and experience in work of this nature, point of contact, business size and disadvantaged, 8(a) or HUBZone. Any i nformation submitted in response to this synopsis is strictly voluntary. The Government will not pay for any information submitted in response to this sources sought.
