Description
The General Services Administration, PBS, Property Development Division, is looking for interested Design-Build Contractors for abatement of hazardous materials at the Junipero Serra State Office Building on 107 South Broadway, Los Angeles, CA. The estimated cost range is $6,000,000.00 to $8,500,000.00. The total contract completion time is estimated at 14 months. A Pre-RFQ Conference will be held on November 16, 2001 at the Junipero Serra State Office Building, 107 South Broadway, Los Angeles, California, in the Auditorium Room 1138, at 10:00 a.m. Contact Beverly Chin for reservations at (415) 522-3141 or FAX names of attendees to (415) 522-3112. The number of attendees is limited to three people per offeror and reservations are required to attend the conference. A site walk will be conducted immediately after the conference. The scope of Design/Build services includes, but is not limited to the following: Design/Abatement documents and abatement work which consists of providing all labor, materials, and equipment. The building is a nine-story office building with basement and mechanical penthouse, and attached parking garage. The building was built in the late 1950's and comprises approximately 750,000 square feet. The following is a listing of the ACM and/or asbestos-containing construction materials (ACCM) which have been identified: Fireproofing, floor covering and/or mastic, piping insulation (magnesia type), jacket/mastic on foam-insulated chilled water valves, boiler breeching insulation (magnesia type), Tank insulation (magnesia type), mastic associated with Chiller insulation (cork type), fire door insulation, mastic associated with cove base (black), mastic associated with 1' x 1' ceiling tile, finish plaster, plaster around steel beams, joint compound associated with gypsum wallboard, transite-type conduit (assumed), roofing material under membrane roof (assumed), rolled roofing material (assumed), roofing shingles/tar paper (assumed), and built-up roofing material (assumed). Lead-based paint (LBP) has been identified on the ceramic tile floor, steel boiler understructure beams, concrete floor, metal handrails, metal risers, meal stringers, ceramic tile walls, and concrete columns. PCBs have been identified in fluorescent lighting ballasts, transformers, switchgears, rectifiers, and converters. Mercury has been identified in fluorescent lamps, thermostats, and wall switches (silent type). Lead has been identified in batteries in exit signs, batteries in alarm boxes, batteries associated with communications equipment, and vent caps on penthouse roof. This acquisition will implement a "Two Phase" selection process. Phase One will identify those firms which are most highly qualified. A maximum of three (3) firms, will be selected for consideration for Phase Two. The short list will be based on the firms' submittals in response to the Request for Qualifications (RFQ). The Phase Two submission is the basis of making the final selection. Those firms included in Phase Two will be required to prepare fully developed technical and price proposals. The Government will not allow any stipend for preparation of proposals. Offerors can be a partnership, corporation, association, and/or other legal entity which will have contractual responsibility for the project. A proposed joint venture should provide profiles for all firms in the joint venture. Offerors must have an existing, active office other than a jobsite office, located within the geographic area of the State of California. Project qualifications submitted by each firm will be reviewed and evaluated based on the following evaluation factors: The evaluation factors may change before the issuance of the RFQ. I. PAST PERFORMANCE (50%): Offerors' proposals will be evaluated (1) to compare the similarity of project(s) completed within the last eight (8) years, (2) to determine the extent to which project(s) were completed on time and within budget while meeting qualitative expectations, (3) to determine quality of past performance as evaluated by the owners representatives and (4) to determine extent, depth and relevance of the teams shared experience. II. KEY PERSONNEL (30%): Offeror's proposals will be evaluated (1) to determine the personnel experience and education of the offeror's key personnel as well as their experience on most recent projects for similar services, and (2) to consider the availability of the proposed team member assigend to work on this project. III. ORGANIZATION OF THE DESIGN-BUILD TEAM (10%): Offeror's proposals will be evaluated to determine the efficiency of the organizational structure of the member firms and their key personnel. IV. HISTORY OF VIOLATIONS (10%): Offeror's proposals will be evaluated to determine the consistency of violations involving hazmat issues. The Government will only provide additional information regarding PHASE TWO selection criteria to the short-listed firms. =20 This procurement is open to all business concerns in accordance with the Small Business Competitiveness Demonstration Program. As part of the Phase II Submittal, the firm which does not qualify as Small Business Concern shall be required to present an acceptable Subcontracting Plan in accordance with Public Law 95-507. Small Businesses and Small Disadvantaged Businesses are encouraged to participate as prime contractors or as members of joint ventures with other small businesses.
