Description

The Naval Air Warfare Center Weapons Division is issuing this combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Award shall be made in accordance with FAR Subpart 13.5 Test Program for Certain Commercial Items. All responsible sources may submit a quotation, which shall be considered by the agency. Solicitation N68936-02-R-0015 is being issued as a request for quotation that will incorporate provisions and clauses that are in effect through the Federal Acquisition Circular 97-27, DCN 2001213 and class deviation 2001-00002. Delivery is required on or before 15 March 02. NAWS China Lake, CA FOB is Destination. The Naval Air Warfare Center Weapons Division intends to procure four concrete targets for use in an outdoor test at the Land Range located at the Naval Air Warfare Center Weapons Division, China Lake CA. The North American Industry Classification System (NAICS) code is 327390 and the small business size standard is 500 employees. Contract line item number (CLIN) 0001 is a concrete wall 2 feet thick, 1 each. CLIN 0002 is a concrete wall 4 feet thick, 1 each. CLIN 0003 is a concrete wall 6 feet thick, 1 each. CLIN 0004 is a concrete bunker, 1 each. Contractor is requested to price each CLIN separately. The targets must conform to the specifications in drawing project number 16014001. Availability of drawings: it is impracticable to distribute the applicable drawings with the solicitation. The drawings are composed of three sheets available electronically in three .pdf files at https://contracts.nawcwd.navy.mil/rfp-nawc.htm. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 2000), applies to this acquisition and there are no addenda to the provision. However, offerors are required to submit a copy of their SBA HUBZone qualification letter with their quotation. Offerors must comply particularly with paragraphs b(8), b(10) and b(11) of the above provision.
