Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared=20 in accordance with the information in FAR Subpart 12.6 and 13.5, as supplemted=20 with the additional information included in this notice. This announcement=20 constitutes the only solicitation; a written solicitation will not be issued. =20 PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Quotes are hereby=20 being requested and a written solicitation will not be issued. Refer to=20 solicitation as RFP N00140-02-Q-0524. This solicitation document and=20 incorporated provisions and clauses are those in effect through FAC 2001-1 and=20 DFARS 20011101. It is the contractor's responsibility to be familiar with the=20 applicable clauses and provisions. The clauses may be accessed in full text at=20 these addresses: www.arnet.gov/far and www.dtic.mil/dfars. A firm fixed price=20 order is contemplated. The NAICS is 511140 and the Small Business Standard is=20 500 employees. FISC Norfolk Detachment Philadelphia intends to procure, on a=20 full and open competitive basis, 225 sets of CD-ROM software and annual licenses in support of the Computer Assisted Guided Information Systems (CAGIS)=20 Program, for the Defense Activity For Non-Traditional Education Service (DANTES). CLIN 0001: 225 each CD-ROM software and licenses for 12 months=20 (period 24 JAN 02 -- 23 JAN 03). Option 1, CLIN 0002: 225 each CD-ROM software=20 and annual licenses for 12 months (period 24 JAN 03 -- 23 JAN 04). Option 2,=20 CLIN 0003: 225 each CD-ROM software and annaul licenses for 12 months (period=20 24 JAN 04 -- 23 JAN 05). Option 3, CLIN 0004: 225 each CD-ROM software and=20 annual licenses for 12 months (period 24 JAN 05 -- 23 JAN 06). Option 4, CLIN=20 0005: 225 each CD-ROM software and annual licenses for 12 months (period 24 JAN=20 06 -- 23 JAN 07). Software must be capable of use on IBM-compatible computer=20 using windows 3.1 and higher, including networks, servers, NT and W2000.=20 Software shall be available on CD-ROM. It must be a menu driven software and=20 legible on monochrome and color microcomputer monitors. Systems will be used=20 worldwide. Software must be capable of operating on electrical requirements:=20 100-120V/50CPS & 60CPS, and 220-240V/50CPS. Systems will be delivered worldwide=20 by the contractor with addresses provided. Contractor must service/support=20 worldwide at no cost to Govt. Requirements to be provided: A. INDIVIDUAL=20 SOFTWARE MODULE REQUIREMENTS. 1)System shall be updated yearly. 2) The=20 following databases must be contained: 2 year and 4-year college information,=20 professional and graduate school information; vocational/technical schools, and=20 schools offering external degrees. Other available information needed include=20 Servicemembers Opportunity Colleges, Armed Services occupational information,=20 and civilian occupational information. Included must be provisions for on-line administration of an interest inventory and the input of data from interest=20 inventories, self-rating of abilities, work experience, and job values taken=20 off-line, life career transitions, employment training, storage of individual=20 user information, financial aid information, and resume preparation. 3) Shall=20 furnish training materials annually (e.g. posters, videotapes, professional=20 manuals, etc). 4) Software must have an immediate exit from each screen, help=20 key function, find key, back-up key, print key, and on-screen operating instructions. 5) Software must provide storage of individual user information,=20 hard copy of module summaries and total system-use summaries, and on-line=20 evaluation of the system. 6) Customization of system shall include local=20 bulletin boards, local occupational information, and additions/modification of=20 college majors. 7) DANTES sites will have unlimited software rights for on-base/on-port use. B. OCCUPATION DATABASE. 1)Must include Armed Services=20 occupational characteristics and accept ASVAB scores. 2) Database will include=20 Department of Labor (DOL) Dictionary of Occupational Titles, Guide to=20 Occupational Exploration Code Numbers, National Occupational File, DOL's=20 Interest areas, Department of Commerce's Standard Occupational Classification,=20 and some type of cross-walk features. C. CAPABILITIES OF THE OCCUPATIONAL=20 DATABASE SOFTWARE. 1)Shall include a listing all occupations in Paragraph D.=20 2) Shall be capable of selecting occupations in paragraph D. 3) Shall be=20 capable of including detailed information about occupations in paragraph D. 4)=20 Shall be capable of determining why an occupation did not appear on the list=20 (resulting from a search of characteristics) in paragraph D. 6) Shall be=20 capable of providing financial aid services. 7) Information to users must be=20 provided on screen and in print form. Lists shall include job descriptions,=20 related school subjects, education/training requirements, employment potential,=20 salary related jobs, reference other information sources, and shall provide=20 sources where the user can write for additional information. D. FILE=20 CHARACTERISTICS THAT SHALL BE PROVIDED. 1)Occupational related interests 2)=20 Occupational related aptitudes 3) Work environment 4) Work hours 5) Physical=20 demands 6) National average salary 7) Employment potential 8) Education &=20 Training required 9) Related Occupations (civilian & military. E.OTHER EMPLOYMENT DATA POINTS. 1)Resume writing 2) Cover letter writing 3)=20 Demonstrating job skills 4) Questions for an interview 5) Ways of getting=20 training 6) Special requirements for the job 7) Workers likes/dislikes 8)=20 Growth patterns & opportunity. F.SEARCH VARIABLES FOR EDUCATIONAL PLANNING. =20 1) Databases for accredited 2-yr and 4-yr schools, graduate schools,=20 professional schools, and external degree programs. Information must be available in direct and search mode. 2)Search variable shall include: a. Campus=20 activities, b. Control or Affiliation, c. 3)Admissions selectivity, d. Housing=20 types available, e. percentage of students from out of state, f. percentage of=20 minority groups. Additional search data needed: g. Costs, h. Geographic location, i. Athletic programs, j. Organization of the school, k. College size,=20 l. Types of degrees offered, m. Types of financial aid offered, n. Major fields=20 of study, o. Community location, p) Sex ratio, q) Accreditation, r)=20 Servicemembers Opportunity Colleges. 3) College file shall contain detailed=20 information on at least 97 percent of all accredited post-secondary educational=20 institutions in the country. 4) Software shall assist in forming educational=20 action plans. 5) A description of the typical training path offered for specific occupations. 6) System shall address nontraditional educational=20 opportunities. 7) Separate files on vocational/technical schools offering=20 external degrees. G. ARMED SERVICES DATABASE. 1)Database must include: a. All=20 branches of Service, b. Officer/enlisted status, c. ASVAB/AFCT occupational=20 composite, d. Interest Areas, e. Civilian education/training requirements, f.=20 Military education/training requirements, g. Career ladders within the military=20 branches, h. Armed Services gender restrictions, i) Related civilian=20 occupations. H. FINANCIAL AID. 1)Information shall help calculate an estimate=20 of unmet financial need for users, based upon family financial data and cost of=20 attending selected institutions. Shall also provide information on a broad=20 range of financial aid opportunities of both a general and specific nature. =20 I. LIFE/CAREER CHANGES/TRANSITIONS. 1)Shall provide opportunity to describe=20 current and future life/career roles, ability to measure one's level of control=20 over a transition, and opportunity to develop action plans to cope with transitions. J. TRAINING REQUIREMENTS. 1) Shall be four (4) software-training=20 sessions, a 1-day session lasting a maximum of 8 hours, provided at no=20 additional cost to the government, each year of the contract. Training site=20 coordinated between DANTES COR and Contractor. DOD provides training facilities=20 for each designated site, with adequate classroom space for the number of=20 persons to be trained. DoD will provide, at each training site, approximately 1=20 computer per 3 persons to be used during the training. DANTES will assist in=20 all scheduling. Government (Each Military Service sending individuals) shall=20 cover all of the travel costs of DoD participants. Scheduling of training will=20 be a mutual agreement between DANTES/Contractor. All training will be=20 implemented within 9 months of the award of the contract. Contractor will=20 follow up on any canceled training sessions. Contractor shall provide training=20 I/A/W a proposed training schedule given to the contractor NLT 15 days after=20 award. Conflicts will be worked out between DANTES/Contractor/training=20 location. Training curriculum and scheduling of courses for training will be=20 subject to mutual agreement between Government/Contractor. All instructors will=20 be experienced & training will be geared to contractor's software, not basic=20 concepts. Attendees will be provided with all appropriate manuals, text=20 materials, course outlines necessary for the specific training. Cost of all=20 training listed shall be provided at no additional cost to the government.=20 Training sessions shall not exceed 30 person's each without agreement between=20 DANTES/Contractor. K. SOFTWARE FURNISHED. Contractor shall furnish software=20 listed herein as proposed and accepted by Government. Contractor shall support=20 such software, including any contractor-sponsored modifications or revisions=20 thereof, at no additional cost, for the duration of the contract, including=20 renewals/upgrades from windows or CD ROM. Support provided will consist of=20 correction of errors, provisions of contractor-sponsored modifications, improvements and revisions. L. MODIFICATIONS/REVISIONS. 1.Contractor shall=20 furnish full documentation of all contractor changes and modifications to=20 software provided to meet the Government requirements. M. SOFTWARE=20 PERFORMANCE. 1. Software furnished shall conform to and perform IAW the Contractor's functional descriptions and data requirements and shall meet all=20 requirements stated in the solicitation. Quotes received shall specify FOB=20 Destination, offers other than FOB Destination shall be inelgibile for award. =20 The following FAR Provisions and clauses apply to this solicitation and are=20 incorporated by reference: FAR 52.212-1, NOTE: Offeror's attention is=20 specifically directed to paragraph (b)(11) of this provision. OFFERORS THAT=20 FAIL TO FURNISH REQUIRED REPRESENTATIONS OR INFORMATION, OR FAIL TO REFLECT THE=20 TERMS AND CONDITIONS OF THE SOLICITATION MAY BE EXCLUDED FROM CONSIDERATION.=20 2.212-2. 52.212-3 ALT I; 52.212-4, 52.212-5 including the following=20 additional FAR clauses/provisions 52.203-6, 52.219-8, 52.222-26, 52.222-35,=20 52.222-36, 52.222-37, 52.225-3, and DFARS 252.212-7001 including the following=20 additional DFARS clauses/provisions 252.212-7001, 252.225-7012, and=20 252.225-7036.
