Description

Second amendment to notice first issued online 22 October 2001, then first amended online 25 October 2001. The following NAICS codes apply: 541310, $Four(4)mil small business size standard ; 541330, $Four(4)mil size standard; and 541620, $Five(5)mil standard. With respect to determining subcontracting participation, the example is updated as follows: Subcontracting targets apply to ALL subcontracting opportunities, i.e., not just small business, but inclusive of subcontracting to large business. For example, out of a $1,000,000 award, a prime contractor sets aside $400,000 for subcontracting opportunities. Therefore, 40% is set aside for all subcontracting opportunities. However, of that sum, the prime decides that $300,000 is going to small business (the remaining $100,000 is for large business subcontractors). Therefore, when working out subcontracting plan totals, the $300,000 is to be seen as a percentage of the $400,000 for all subcontracting opportunities, i.e., the small business set aside would be 75% (of $400,000). Any subcategory of small business (e.g., women owned, SDB, etc.), however, is calculated as a percentage of the overall subcontracting amount of $400,000 (not the $300,000 just for small business). For example, if $100,000 is going to a women-owned business, the percentage to be reported for women-owned would be 25% (i.e., 25% of $400,000, NOT 33% of $300,000).
