- This purchase request is for the acquisition of 4 (ea) TPS-43 Radar System Upgrades to TPS-75(V), provide ARM decoys (subject to US Government Releasability); and Command, Control, Communication, and Intelligence (C3I) and Integrated Logistics Support (ILS) items and services. Sole Source is Northrop Grumman Corp. The radar systems, items and services, and other material will be shipped IAW Letter of Offer and Acceptance (LOA) DTD 12 Jul 01 and Command Case Directive DTD 5 Sep 00. 0002PC -- 4 EA (PC -- Pseudo Code for all line item) TPS-43 Radar Upgrade to TPS-75(V) P/N: TBD (Model TPS-75(V) In accordance with (IAW) Statement of Objectives (SOW). Item 0002 0002PC -- 1 LOT C3I Communications Package. P/N: N/A. IAW SOO para: 2.3 & 2.3.1 Item 0003 0002PC -- 1 LOT Spare Parts TPS-43 Upgrade to TPS-75(V). P/N: multiple. IAW SOO para: 2.4 & 2.4.1 Item 0004 0002PC -- 1 LOT Support Equipment/Peculiar Test Equipment. P/N: Multiple. IAW SOO: Para: 2.4 & 2.4.1 Item 0005 0002PC -- 1 LOT IFF Sub-System Interface. P/N: TBD. IAW SOO para: 2.1 & 2.1.1.1 Item 0006 0002PC -- 1 LOT Carriers. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor, concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
