Description
NASA/GSFC plans to issue a Request for Quotation (RFQ-972-33935-0000-721) for 1. Flight Operations Support for a "TERN" Uninhabited Aerial Vehicle for three separate test series to be conducted on the following dates: Test Series One -- January 7 through January 31, 2002; Test Series Two -- February 1 through February 28, 2002; and Test Series Three -- March 1 through March 29, 2002 and 2. Technical information, documentation and meeting support as required beginning December 12, 2001 through March 29, 2002. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from BAI Aerosystems, Inc., of Easton, MD. The requirements for the Evolved Science Platform (ESP) evaluation/demonstration project are for the use of a flight proven Uninhabited Aerial Vehicle (UAV) capable of carrying an instrument payload of up to 35 pounds. Industry studies solicited by NASA and presented at an ESP Project meeting on February 28, 2001 concluded that BAI Aerosystems Inc. is the only available source that can meet the vehicle requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 28, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. The Request for Quotations will be issued on or about November 28, 2001, with quotes due back on or about December 10, 2001. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
