Description
The U.S. Army Special Operations Command, Fort Bragg, North Carolina has a requirement for the Purchase, Delivery and Installation of a 5 Sided Vault. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMNT CONSTITUTES THE ONLY SOLICITAITON: QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITAITON WILL NOT BE ISSUED. All the quotes must reference the Request for Quotation number USZA92-02-Q-0003. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-01. It is the Contractor?s responsibility to be familiar with all applicable clauses and provisions. The North American Industry Classification System (NAICS) number is: 33251. The Size Standard is 500 employees. Each requirement will meet the following minimum specifications. REQUIREMENTS: Scope: Provide, Deliver and Install a Modular Vault constructed of UL Listed Class M Panels with a GSA Approved Vault Door. Modular Vault: provide and install a 5 sided modular vault, constructed of UL listed, Class M, Modular Vault Panels, in accordance with UL 608. The dimensions of the completed vault will be: Inside: 30 Feet 0 Inches Wide, 30 Feet 0 inches long, 8 feet and 6 inches high Outside: 30 feet 07 inches wide, 30 feet and 07 inches long, 8 feet 9.5 inches high. The inside dimensions of the vault shall be free of any structural protrusions other than the support steel and columns required to support the ceiling. Modular Vault Assembly: The vault panels will be welded together. Wall panels shall be assembled so that they are plumb and level. The tops of the wall panels shall be even with each other and provide a square, level base for the ceiling panels. All wall and ceiling panel joints shall be tight to reduce the possibility of the vault ?growing?. There shall be no gaps a the wall-ceiling junction. Steel I beams and support columns, if required, shall be provided to support the ceiling panels. The ends of the ceiling panels supported by the steel I beams shall be securely fastened to the I beam. The I beams and columns shall be provided with pre-drilled hoes so that it can be bolted together and/or bolted to the floor. Power and Communications Access Ports: The vault door header shall be provided with three on inch holes, as approved by UL, to accommodate electrical and/or communication circuit(s). HVAC Access Ports: One UL Listed, sixteen by four (16? X 4?) inch vent lock panel shall be provided. No openings shall be cut through standard modular vault panels, nor will the panels be modified or cut in any way. Vault Door: A GSA Approved Class 5 Vault Door having a clear opening of 40? Wide by 78? High will be furnished and installed. Contractors are encouraged to propose more than one product that will meet the Government?s need. The contracting officer will evaluate each proposal as a separate offer. DELIVERY/ACCEPTATNCE POINT: Delivery and Installation is Fort Bragg, North Carolina 28310. A Government point of contact will be provided at the time of contract award. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1, Instructions to Offers-Commercial Items: 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph ?a? of the provision: ?Quotes will be evaluated as to technical acceptability, delivery, price and past performance. Technical acceptability will be determined by the government during technical review. Vendors shall submit clear item specifications and drawings to be used in the government technical review as well as a narrative of the process to be used to accomplish the installation. A best value award will be made to the lowest responsive quote from a responsible bidder submitting an offer found to be most advantageous to the Government.?, 52.212-3, Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Supplement (DFARS) 252.212-7000 Offeror Representations and Certifications-Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their bid. The following FAR Clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, with the following clauses being applicable52.203-6 Alt I, 52.222-26, 52.222-36,52.222-35 52.232-33 and 52.247-64. Additionally, DFARS 252.204-7004, Required Central Contractor Registration;, 252.212-7001 (Dev) Contract Terms and Conditions Required To Implement Statutes Applicable to Defense Acquisition Of Commercial Items, with the Clause 252.224-7024 applicable. QUOTES ARE DUE: Quotes shall be received at HQ, USASOC, Attn: AOCO (Jerry Lambert), Fort Bragg, North Carolina 28310, Not Later than 3:00 p.m. ET, 30 November 2001. FAX submissions will be accepted at (910) 432-9345. Quotes shall include: (1) letter signed by an individual authorized to bind the organization, with a schedule of offered items to include price, proposed specifications, proposed installation date and drawings, (2) completed Representations and Certifications and (3) acknowledgement of any amendments that may be issued. Any amendments that may be issued will be published on FEDBIZOPP and CBD the same as this combined synopsis/solicitation. A site visit is not scheduled at this time. If a site visit is deemed necessary due to contractor request, one will be scheduled. Contractors interested in attending site visit must submit a request in writing not later than 20 November 2001.
