This is a combined synopsis/solicitation for commercial items prepared in accordance with subparts in 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-01. NAICS CODE 334290. The James A. Haley VA Hospital intends to retrofit the Director=92s Conference room (101-32) with an interactive audio system for teleconferences, recording, and videoconferences. The room is, approximately, 41=92-7=94 x 27=92-2=94, and a suspended ceiling height of 9=92, with a large =91U=92 shaped conference table with pockets that can be pulled up to access electrical plugs, phone lines, and data ports (there are 6 of these pockets evenly spaced around the table). The table is, approximately, 4 ft. wide and 5=92-6=94 from the wall on three sides of the room. The open end of the table is facing a wall with counter space and storage space under the counter, and a center area that has 2 monitor Vtel units. The closed part of the =93U=94 is the head of the table and where a freestanding podium is occasionally used. The interactive audio system should have ceiling microphones and speakers linked to a teleconferencing system with echo cancellation and dial out capability, and, at least a three point conferencing capability. The system should also incorporate a video recorder/player (DVD at a later date), stenorecorder, Vtel audio system (soon to be replaced with a Polycom system), data ports, and a ceiling mounted videoprojector. Additionally, video, audio, data, and computer inputs, and electrical access need to be made available through the table pocket, as well as video, audio, microphone, and computer inputs on two points of the wall at the head of the table. The audio (microphone) part of the system needs to be sensitive enough to pick up soft-spoken people, and with the exception of the Vtel system, fully automated via a wireless remote. The wireless remote needs to be programmed for easy use. The following equipment will be provided or are presently installed: Projection screen, Stenorecorder, Video player/recorder, Vtel system. Quotations shall be submitted on an =93all or none=94 basis. Partial quotations shall be rejected. All quotations shall state Delivery time, F.O.B. point, Shipping weight and cost if any, and include Labor/Installation cost. Offerors shall provide a complete set of provisions with quotation found at 52.212-3, Offeror Representation and Certification-Commercial Items. Provision and clauses found at 52.212-1, 52.212-4, 52.212-5 and 852.210-77 also apply. All provisions can be located at www.arnet.gov/far/.
