- Description
- The services called for in this PWS shall be provided to all  hospitals and medical centers in the U.S Army European Health Service  Support Area (EHSSA) (see par 5). The contractor must be geographically  located such that samples mailed using United States Postal Service  Overnight Express, Military Express Mail can be routinely received within  72 hours of dispatch by the hospital   1.3. Only clinical laboratories that have been accredited by the College of  American Pathologists or a laboratory licensed by the Centers for Disease  Control or an official State Public Health Laboratory shall be considered  for award of this contract. Documentation of accreditation shall be  included in offeror's quotation.   1.4. All screening tests shall be performed by the contractor using a  series of patient blood samples collected on a single specimen card  (furnished by the contractor) per patient. Subcontracting of tests is  not acceptable.   1.5. The contractor shall have an established protocol and quality  assurance process for each test required.   2.TEST PERFORMED   2. 1. Screening shall include, as a minimum, the following tests for each  specimen:   (a) Phenylketonuria (PKU)   (b) Neonatal Hypothyroidism   (c) Hemoglobinopathies   (d) Maple gy@up U@i.. Di ... se (MUSD)   (e) Homocystinuris   (f) Galactosemia   (g) Biotinidase   2.2. Blood samples (heel stick) will be collected using  contractor-provided blotter paper specimen cards. A single specimen card  will be used for each patient. Each card shall provide space for the  Government to record patient identification and demographic data.   2.3. Blood samples will be obtained on the day of patient discharge or  after 48 hours of milk feeding, whichever is later. Samples will be  dispatched to the contractor to arrive within five (5) days of their  operation.   2.4. Contractor's Furnished Materials  Upon request (written delivery order) the contractor shall furnish, to  arrive within seven (7) days of receipt of the order, filter paper specimen  collection kits. The filter paper specimen collection kits shall consists  of a suitable filter paper with five (5) circles for the specimen and an  area for the hospital card and other demographic data, telephone number and  clinical information and instruction for use.   3. TEST RESULTS   3. 1. The contractor shall establish the normal range or resultant values  for each test. A normal range of values shall be that of which indicates  the absence of a metabolic or hematologic abnormality of the newborn being  tested. Test results shall be reported as follows:   (a) Abnormal. An abnormal test results is one in which the resultant  values are Outside of the normal range established by the laboratory for  that test.   (b) Normal. A normal test results is one in which the resultant  value is within the normal range established by the laboratory for that  test.   3.2. The contractor shall provide to the submitting hospital the actual  test result values and the normal range established by the laboratory for  that test.   3.3. The contractor shall provide to the submitting hospital the actual  test res ult values and the normal range of values for each test performed.   4. NOTIFICATION OF RESULTS   4.1. Abnormal test results, the receipt of unacceptable specimens, or  situation requiring a patient sample to be redrawn shall be reported  telephonically to the submitting hospital within 72 hours of the  contractor's receipt of the specimen. In addition, the contractor shall  return written documentation of the abnormal test results, respectively, on  the unacceptable specimens or redrawn samples.   4.2. The cost of telephone calls shall be included in offeror's proposals  based upon an anticipated rate of one percent abnormal results/unacceptable  specimens.   4.3. The contractor shall return written documentation of normal test  results directly to each submitting hospital within 14 days of receiving  the specimen.   4.4. The contractor shall provide a quarterly summary of all test of all  test results (abnormal results, unacceptable specimens, and normal test  results) to the CDR, EHSSA (see par. 5.)   4.5. All costs for verbal and written notification of test results shall  be included in the unit price.   5.
