Description
This synopsis amends and replaces the synopsis posted in the CBDNet on 2 Nov 2001 and published in the CBD Printed version on 6 Nov 2001. This is a SOLE SOURCE cost contract for evaluation of the National Defense Science and Engineering Graduate (NDSEG) Fellowship Program, to include: 1) establishment of a committee of at least 12 nationally renown doctoral experts to evaluate the appropriateness and specificity of the call for application; the quality, demographic, guidance, requirements, and disciplinary range of applicants; quality and appropriateness of the reviewers of application; the size, flexibility, duration, and conditions related to the fellowship awards; the thesis topics, graduation rate, and subsequent position of past fellows; the degree of exposure to Department of Defense (DoD) concerns, people, and facilities given to fellows; the relationship to other DoD and non-DoD programs that sponsor graduate education nationwide; the meeting of the goals of DoD agencies who are involved with the NDSEG fellowship program; the NDSEG contractor?s processes and their data collection on current and past fellows; 2) impartially develop unbiased findings and recommendations and draft a report to be presented to DoD, Congress, and the public; 3) print three hundred copies of the final report, and post it to a public web site with national reputation of credibility. NDSEG is a Congressionally mandated DoD program, currently managed by a contractor. Period of Performance: 1 Jan 02 through 31 Dec 02. Estimated value $213,000.
