The Government of Honduras acting through The Honduran Social Investment Fund (FHIS) with financial assistance from the United States Agency for INTERNATIONAL DEVELOPMENT Mission in Honduras, invites US and Honduran Firms to participate in the bidding process PDM 003-2001 for the reconstruction and expansion of 5 water, sanitation and drainage sub-projects in 4 Honduran Municipalities (Sonaguera, Trujillo, Guanaja and Utila). Interested firms must be able to provide Spanish speaking personnel since all documentation is in the Spanish language. This bid is part of the Honduran Government's Program to implement permanent repairs and expansions to the water and sanitation infrastructure damaged by Hurricane Mitch. The Reconstruction Program will be implemented by the Directorate of Major Infrastructure, DIM, of the Honduran Social Investment Fund (FHIS). Financing for this Project originates from the United States AGENCY FOR INTERNATIONAL DEVELOPMENT (USAID) and the Government of Honduras (GOH). All contracting processes under this Program will conform to the GOH/USAID Host Country Contracting Procedures. The FHIS is the contracting entity under this procurement. Typical works could include: water intake structures, conduction lines, distribution networks, storage tanks, drainage networks, collectors, pumping stations, stabilization lagoons, etc. Although bidders will not be pre-qualified, the bidder's qualifications to perform satisfactorily must be established after bids have been received. To facilitate the evaluation of a bidder's qualifications, an evaluation questionnaire attached to the bid must be submitted. The information must be enclosed in a separate envelope from the actual bid. It will be opened and reviewed prior to the bid opening. Only the bids of qualified bidders will be opened. The evaluation and bid documents must be received no later than November 26, 2001 at 10:00 am local time at the Conference Hall, Third Floor of FHIS Building in Comayag ela, M.D.C., Honduras. Bidders are advised that add on work to this contract is a possibility. All firms interested in submitting bids must pre-register with the Intercollegiate Committee for Registration and Classification of Firms (CIRCE), located at Edificio Honduras El ctrica, second floor, near the National Congress, Tegucigalpa, M.D.C. The bidding documentation consist of the following volumes: Evaluation Questionaire, Instruction to Bidders, Model Contract, Job Quantities, Technical Specifications, Sub-Project Descriptions, Guidelines to present Submittals, Security and Quality Control Plans, and Construction blue prints in Zip format which can be downloaded by unzipping the file BV-Users.exe. Due to the extensive amount of information and plans, the preferred and more safety method of distribution of this documentation is to personally request the information from Mr. Dagoberto Flores, DIM/FHIS. As of October 23, 2001, the documentation will be available from DIM/FHIS at no cost. As of October 23, 2001, this CBD as well as the evaluation and part of the bidding documentation can be viewed and downloaded using the Agency Web Site. All bids should include a bid bond, directed to Moises Starkman, Minister of the FHIS. Receipt of the evaluation and bidding documentation must be confirmed by written notification to the contact person noted above if you wish to be notified of any amendments to the documents. It is the responsibility of the recipient of this solicitation document to ensure that it has been received from the contracting agency in its entirety and USAID bears no responsibility for data errors resulting from transmission or conversion processes. The preferred method of distribution of procurement information is via the INTERNET or by request of a solicitation on a 3.5" Floppy Disk. If you require a copy of the solicitation in paper form, you must specifically ask for it, but you will not receive both a copy in paper form and a floppy disk.
