Description
The 30th Contracting Squadron is seeking potential sources capable of performing Air Traffic Control Service for Vandenberg AFB CA. The Government is currently performing this service, and a cost comparison under OMB Circular A-76 will be conducted. A contract will not result if Government performance is determined to be more advantageous. Small business firms capable of performing the described services are invited to submit a Capability Statement describing their capabilities and experience. Submissions should be limited to 5 pages and include evidence of similar past and present performance, including the following: (a) brief overview of their technical capability; (b) degree of experience in providing same or similar services; and (c) evidence of financial capability and technical/management resources to support a requirement of this nature. Responses must also identify the business size and whether the business is designated as a small business, small disadvantaged business, women-owned small business, or hub-zone certified business. The NAICS code is 488111, size standard $5 million in annual receipts. This synopsis does not constitute a solicitation for bids/proposals. Properly identified proprietary information will be protected from release outside the Government. The Government will not reimburse contractors for the cost of submitting information in response to this sources sought announcement. The Air Force may designate this acquisition a small business set-aside provided two or more small businesses demonstrate a capability to perform the stated requirements. Capability statements are due on 30 Nov 01 to 30 CONS/LGCB, 806 13th St., Bldg. 7015, Vandenberg AFB CA. Fax (805)606-5867. Statement of Need follows: 1. Scope: The scope of this effort includes tasks associated with providing Air Traffic Control Support Services for Vandenberg AFB (VAFB). This capability supports operational programs to include Expeditionary Aerospace Force (EAF), United States space lift programs, airfield operations, and future aerospace plane activities. Mission support of test aircraft/aerospace platforms are from any United States or foreign government agencies/military services (NASA, DoD, NRO, NSA, etc), individual corporate or civilian contractors, all authorized mission and program support requirements for operations utilizing the Western Range, Major Range Test Facility Base (MRTFB) support, and Commercial Space activities. Air Traffic Control (ATC) services as specified in the SOW. Emergency Response Plans and Contingencies, Mobility requirements, Exercise support and participation, Open House, Air Shows, etc. 2. Summary of Tasks: Administer functions which include program management, materiel and property management, program and future planning, contract administration, performance measurement, mission setup, quality control, data management, integrated logistics support, safety, environmental management (including industrial hygiene and safety), security, Administrative Information System (AIS), transportation and traffic management, LMR Network management, safety, and employee training programs. Provide ATC and administrative/management services as specified for VAFB. ATC services shall be those of a Non-Approach Control Tower IAW FAAO 7110.65, Air Traffic Control, 7210.3, Facility Operation and Administration, AFI 13-203, Air Traffic Control, and Local Operating Procedures (LOPs). Administrative/management services shall be provided IAW FAAO 7210.3, AFI 13-203, and AFI 13-204, Functional Management of Airfield Operations. Provide qualified and/or certified personnel in the following functional areas: Air Traffic Controllers that are qualified/certified under 14 CFR Sub-part B 65.31 through 65.50, Aeronautics and Space Federal Code of Regulations. Have current FAA air traffic control medical certification as required by FAAO 7210.3 and Federal Aviation Regulation Part 65 and Part 65. Have FAA Control Tower Operator (CTO) Certificate from an air traffic control facility where a previous rating was held. ATC Certifications shall be as required by FAAO 7220.1, Air Traffic Control Certification Procedures and Federal Aviation Regulation Part 67. Comply with FAAO 7210.3, Facility Operation and Administration medical requirements at all times, and develop and implement a drug identification and prevention program that adheres to FAA and commercial standards. Maintain training, weather certification, and FAA certification for control tower operators (CTOs). Establish and maintain a comprehensive ATC training program to FAA standards which also fulfills all safety, contract, and base installation requirements. Meet USAF requirements contained in AFI 13-203. Operate the facility during the following hours: Monday through Friday, 0800L to 1700L. Additional hours to include weekends and holidays ,Emergency Services and Special Events. Prepare and forward the monthly Air Traffic Activity Report (ATAR) and a quarterly ATAR report IAW AFI 13-203. Develop procedures for notification, monitoring and accomplishment of all emergency service procedures and instructions, actual or exercise. Survey the movement area for unauthorized movement of aircraft. Monitor performance of all ATC systems and facilities. Support special events to include Open Houses, Guardian Challenge, and Air Show/Aerospace events.
