Description
SECOND NOTICE: The intent of the study is to determine the most efficient method of providing Base Facilities/Transportation Services at the Naval Air Station/Naval Support Activity Joint Reserve Base, New Orleans, Louisiana. This notice does not constitute a commitment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A Government proposal to provide these services is being developed and a contract may or may not result. Requirements include the following services to be performed: pest control, maintenance, repair and alteration of military family housing, maintenance, repair and alteration of bachelor quarters, maintenance, repair and alteration of buildings, structures, maintenance and repair of heating ventilation, air conditioning (HVAC and refrigeration systems, operations, maintenance and repair of transportation equipment, maintenance, repair and alteration of electrical distribution including airfield lighting, boiler plant and other services related to a federal public works operation. Proposal evaluation will be in accordance with procedures set forth in OMB Circular A-76 and Section M of the Request for Proposal. It is the Government's intention to issue this solicitation exclusively through the Internet at http://esol.navfac.navy.mil the entire solicitation will be available at the site for viewing or downloading. Prospective Offerors are encouraged to register at the web site. This will normally be the only method of distribution of amendments. Therefore it is the offeror's responsibility to periodically check the web site for amendments to the solicitation. The official plan holder list will also be maintained on and can be printed from the website. RFP issuance date will be on or about January 15, 2002. Any resultant contract will have a performance, which includes a base year with four option years. The contract type will be a combination firm fixed-price and indefinite quantity. This is a negotiated source selection procurement, which consists of the submission of price and technical proposals. The NAICS for this procurement is 561210 with a size standard of $20 Million. This is not a request for proposals and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. This solicitation will be issued as an unrestricted procurement. =20
