Description

The Combating Terrorism Technology Support Office (CTTSO) Technical Support Working Group (TSWG) is soliciting concepts for innovative research and development projects. This solicitation is separate and distinct from others issued by this office. Solutions are needed to address the development of a comprehensive set of standards to be applied to armored passenger vehicles. This solicitation will address five distinct areas of interest: ballistic resistance, blast resistance, automotive performance, transparent armor, and quality control. Offerors may address any or all of these areas. The Broad Agency Announcement (BAA) package itself will be available only from the following website: http://www.bids.tswg.gov. The BAA process constitutes a solicitation of concepts from those Offerors capable of satisfying the Government's needs. The Government encourages non-profit organizations, educational institutions, HBCU/MI's, government laboratories, as well as large businesses, to submit concepts for consideration. The standards will be based on universally applicable materials and techniques, as opposed to proprietary requirements. The BAA selection process will be conducted in two phases. The package describes the full process for the concept submission and evaluation.
