Description
Potential sources are being sought. THe US Army TACOM-ARDEC Logistics R&D Activity (AMMOLOG) will issue a Broad Agency Announcement (BAA) or a Request for Proposal (RFP) to obtain concepts and cost-weight studies of a next generation CROP (Container Roll-In Roll-Out Platform) for the Palletized Loading System (PLS). The CROP has become the Army's standard means for moving ammunition. It is a 20' long x 7 1/2 ' feet wide platform that has a large A-frame on one end. This A-frame interfaces with a hydraulic lifting mechanism on a PLS truck or a HEMTT-LHS, and it allows the vehicle operator to pick up the CROP for transport or place it back on the ground. The CROP also fits into a 20' ISO container for shipment through the intermodal system. However, the current CROP is not made to interface with USAF aircraft or cargo handling systems (i.e., k-loaders, aircraft), which has recently become necessary. More specifically the CROP will not fit in the tracks found on the aircraft, it is not compatible with the roller setups on the aircraft floors, and it is relatively heavy, cutting down on the amount of ammunition that flies in each airplane. The expected period of performance for this effort will be 60-120 days after contract award. Multiple contract awards are expected and there may be downselect criteria after this effort or after any subsequent efforts. There will be a pre-proposal conference on Thursday, December 6, 2001 at Picatinny Arsenal, NJ in Building 455 at 10:00 am. Responses to this sources sought announcement will be used as the basis for attendance to the pre-proposal conference. Respondents should submit their data within 14 days from the date of this publication to Defense Ammunition Logistics Activity, ATTN: AMSTA-AR-AL, Douglas Chesnulovitch, Picatinny Arsenal, NJ 07806-65000 by telephone or fax 973-724-5459.
