Description

The Defense Threat Reduction Agency(DTRA)intends to award a sole source firm-fixed-price contract to the Wisconsin Project for The Risk Report subscription. Period of Performance is expected to be December 14, 2001 through December 13, 2002. The contracto r will provide subscriptions to ten (10) countries participating in the Department of Defense (DoD)/U.S. Customs Service (USCS) Counterproliferation program. Each country will receive four; one-year subscriptions that will be provided to the government age ncies of each country. The Risk Report is an unclassified database containing an accurate list of companies around the world of suspected involvement in activities related to Weapons of Mass Destruction (WMD) and WMD-related materials. It also provides inf ormation on international export control regimes, U.S. restricted parties, U.S. export control regulations and status reports on mass destruction weapons programs in countries like Brazil, China, India, Iran, Libya, Pakistan, and Syria, plus diversion poin ts such as Dubai. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. DTRA believes that Wisconsin Project is the only firm that can meet this specific requirement. Firms desiring consideration for this effort must furnish clear and convincing documentation of their qualifications and/or capability to perform this requirement. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. If no affirmative written replies are received by 2:00 pm, EST, November 30, 2001, an award will be issued to the Wisconsin Project. A determination by the Government not to conduct this effort as a full and open competition procurement, based upon responses to this notice, is sole ly within the discretion of the Government.
