Description
The Naval Oceanographic Office intends to negotiate and award a contract utilizing other than full and open competition under FAR 6.302-1, to OMNI Technologies, Inc., 7412 Lakeshore Drive, New Orleans, LA 70124, a small business concern, to provide required systems engineering, system installation and custom GOTS GIS software development in support of the operational objectives of NAVOCEANO Survey Operations Center System (SOCS). This procurement is not for commercial items and will not be processed under FAR Part 12 Identified system objectives shall include, but are not limited to: (a) enhancement of the capabilities of the current system by continuing the development of the user interface for the SOC operator; (b) Incorporating additional survey data streams into the SOCS (c) Improving the survey systems monitoring capability of the SOCS; (d) improving the SOCS ability to manage the remote IT resources; (e) expansion of the implementation of the SOCS in up to 2 additional ships and demonstration of the capability of monitoring and managing simultaneous data streams from multiple platforms; (f) migration of the shipboard/shore-based components of the SOCS to the LINUX operating system; (g) continuation of integration of the Survey Planner into NAVOCEANO Process (fault checking, interface to requirements database, shipping database, ship CASREP database, CONOPS document/survey specs generation);=20 (h) identification of rapid-response products capable of being generated from their data types by the SOC; (i) implementation of automated procedures within the SOC for producing these rapid-response products and making these products available to the war fighter as geospatial layers, either through other NAVOCEANO systems; (j) assisting in the development of Standard Operating Procedures (SOP) of the SOC within NAVOCEANO and exploiting the technological and automation advances provided by the SOCS; (k)Development and implementation of procedures and techniques for rudimentary, limited data transfers via Inmarsat B e-mail of all other ships in the NAVOCEANO fleet for snapshot QC, model validation and asset tracking; (l) incorporation of existing NAVOCEANO data QC and visualization tools into the SOCS; and(m) enhancement of web based components of the SOCS for the NAVOCEANO Intranet. It is anticipated for performance to begin o/a 02 Jan 2002. Performance of this work is anticipated to be accomplished primarily at the local contractor facility, however some effort may be required at various Government locations, includeing at NAVOCEANO, Stennis Space Center, Mississippi, at other locations, within the U.S. and worldwide, or at other contractor facilities. Issuance of a Cost Plus Fixed Fee type contract is anticipated. The period of performance of the anticipated contract shall be for a base, plus three (3) one (1) year option periods, with an total estimated level of effort of approximately 26,000 man-hours througout the life of the contract. The basis for this proposed non-competitive action is that there is only one responsible source (including subcontractor team) and no other supplies or services will satisfy the requirements of this Command.
