Description

The Naval War College will be hosting a presolicitation conference on December 19, 2001, at the Naval War College, Newport, RI. The purpose of this presolicitation conference is to familiarize industry and academia with the Naval War College's program for war gaming for FY '02 and '03 and to solicit their ideas. The Naval War College's two-year war-gaming program consists of 6 to 12 focus areas deemed to be of greatest importance to the future Navy. Each of these focus areas is to be explored by a series of dedicated war games during FY '02 and '03. The results of these explorations will be brought together in the GLOBAL 2003 war game. The planning, design, implementation, and analysis of each of these war games, including GLOBAL 2003, is to be performed in collaboration between the Naval War College and qualified industrial and/or academic contractors. The presolicitation conference will provide all interested parties an overview of this war-gaming program and an open forum in which to discuss contractor responses to this program. Prospective contractors are encouraged to evaluate and challenge all elements of the proposed program including the method of procurement. The Navy is currently considering the use of a Broad Agency Announcement to satisfy this requirement. Preparatory materials and directions will be sent to all attendees before the presolicitation conference.
