Description
(i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested but a written solicitation will not be issued. (ii) This combined synopsis/solicitation is issued as a Request for Proposal (RFP #0028224). A firm-fixed-price purchase order will be issued as a result of this combined synopsis/solicitation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through the FEDERAL ACQUISITION CIRCULAR 97-22. (iv) This solicitation is not restricted to a set-aside for small business concerns as educational institutions are encouraged to participate. North American Industry Classification System is 611430. (v) The RFP is for the following training courses dictated by the Chief Information Officer Council (CIOC). This training must be provided by a certified offeror in short course format that is independent of sequence. CONTRACT LINE ITEM NUMBER (CLIN): CLIN 0001: Training entitled "Information Resources Strategy and Planning" for 6 students to include the following criteria: Current Government Regulations and Policy; Capital Planning and Information Technology (IT) Investment; Strategic Use of IT; and Enterprise Modeling and Architecture. -- a 4 day class;=20 CLIN 002: Training entitled "Information Technology (IT) Acquisition and Program Management" for 6 students to include the following criteria: Project/Program Management; Program Risk management; Managing Software projects with metrics; Acquisition-Related Laws, Regulations and Guidance; framework for IT Acquisition; and Software Acquisition capability Maturity Model. -- a 6 day class;=20 CLIN 003: Training entitled "Information Technology (IT) Management" for 6 students to include the following criteria: IT Performance Assessment; Measuring the Business Value of IT; and Knowledge Management. -- a 4 day class; CLIN 004: Training entitled "Information Assurance; Technical, Organizational and Policy Issues" for 6 students to include the following criteria: Federal Laws, Regulations and Guidance; Information Risk and Survivability for Executives; Attack Methodologies and Predictive Analysis; Hacking Exposed; The Economics of Information Security; and Software, the Internet and the Law. -- a 5 day class; =20 CLIN 005: Training entitled "E-Commerce and E-Government" for 6 students to include the following criteria: Technological Issues, Business Strategy, M-Commerce (mobile e-commerce); Priciples for Implementing E-Government; Federal E-Government: Current Status and Future Directions; and obstacles to E-Government Implementation and Progress. -- a 5 day class;=20 CLIN 006: Training entitled "Key Technical Topics" for 6 students to include the following criteria: NOTE: Examples ONLY of Possible Topics -- course can change in response to new technical developments. Software Systems Architecture; Broadband Technologies; Wireless Technology and Natural Voice Recognition. -- a 4 day class; This training must be a Certified Training Program certified by the Chief Information Officer Council (CIOC). This training must be provided in short course format that is independent of sequence. (vii) Delivery shall be begin immediately after the receipt of a delivery order and continue through completion. This Information Technology (IT) training will be conducted off-site at contractors/educational facility. The contractor will provide all course materials. (viii) FAR 52.212-1, Instructions to Offerors -- Commercial Items is incorporated by reference and applies to this acquisition. ADDENDUM FAR 52.212-1 Para. (B) Submission of offers: Offerors are requested to provide pricing based on quantity discounts, if available; i.e., Qty 1-2, 3-5, 6-10, etc. and submit a signed and dated offer by 2:00pm Eastern Standard Time on November 30, 2001 to the Federal Bureau of Investigation, Information Technology Contracts Unit, Attn: Linda S. Patterson, Module B-3, 1000 Custer Hollow Road, Clarksburg, WV 26306 or facsimile at 304-625-5391 or lpatters@leo.gov. (ix) FAR 52.212-2, Evaluation -- Commercial Items is incorporated by reference and applies to this acquisition. ADDENDUM FAR 52.212-2 Para. (A) The following factors, in descending order of importance, shall be used to evaluate offers: responsiveness to requirement (ie. CIOC Certified Program), price, delivery and past performance. For proposal pricing, please provide a Firm-Fixed Price for each CLIN. For past performance evaluation, offeror's shall provide names, addresses, and telephone numbers of three customers, Government and/or commercial, that have utilized the offerors services for the same or similar item during the past two years. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with offer. Offerors shall ensure that all Representations and Certifications are executed and returned as required in this synopsis / solicitation.
