Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is XPZ100, and the solicitation is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 335312 which has a size standard of 1000 employees to qualify as a small business. This procurement is set aside for a small business. The requirement is for the lease of a generator as follows -- Deliver, install and make fully functional one 600kwm277-480 volt, three phase diesel generator. This diesel generator shall have the following minimum characteristics: 1) Trailer Mounted; 2) 1000 Gallon diesel fuel tank; 3) On board fuel gauge; 4) The generator shall start automatically on loss of commercial power to the main building; 5) Fuel consumption shall be no greater than 60 Gallon per hour at full load. Installation shall include all labor, equipment and materials necessary to: 1) Deliver the generator to the AED; 2) Install the feeders from the generator to the transfer switch (the AED electrician will perform the final connection of the feeder to the transfer switch; 3) Startup of the generator; 4) Connect the feeder to the generator; 5) Remove the generator and all related cables at the end of the contract period; 6) Include all required cable installation and removal for the contract period; 7) All movement of the generator to and from EPA property. The generator shall be located on the side of the building about 150 ft away from the transfer switch 2) The contract period shall be for five (5) months, with options for four (4) additional months, (to be exercised in one month increments) if required; 3) Installation and wiring will be in accordance with NFPA 72 (1999). The proposed generator shall meet all of the salient characteristics and specifications detailed above in the synopsis. Any proposed generator that does not meet the above minimum specifications shall be rejected. Award shall be made to the offeror with the lowest price meeting the minimum specifications. The following FAR clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions -- - Commercial Items. All offerors shall include with their offers a completed copy of provision 52.213-3, Offeror Representation and Certifications -- - Commercial Items. The following additional FAR clauses which are cited in Clause 52.212-5 are applicable to the acquisition: 52.203-6 Restrictions on subcontracting Sales to the Government, with Alternate I; 52.203-10, Price or Fee Adjustment for Illegal or Improper Activities; 52.219-14, Limitation on Subcontracting; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled Veterans and Veterans of the Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41. It is requested that the completed Representations and Certifications be included with the proposal.
