Description
This project consists of drainage rehabilitation and site repair on 2.231 kilometers of roadway along Route 10 in Capulin Volcano National Monuments in Union County, New Mexico. Estimated price range is between $400,000.00 and $700,000.00. =20 Principal work items include: Removal of inlets 23 each; 600 m3 unclassified borrow; 320 m2 uniaxial geogrid; 56 m3 placed riprap (various classes); 18 m3 gabions; 110 tons minor hot asphalt concrete; 60 m pipe culvert (various); 7 m trench drain; 25 each 1.2 m inlet, frame, grate, and curb hood-double; 63 m3 lean concrete backfill; 240 hours rental equipment; 2,400 hours traffic control; and 80 m temporary concrete barrier. THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors who are HUBZone small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to contracts@road.cflhd.gov or by telefax to 303-969-5971 for receipt by close of business (4:30 p.m. local Denver time) on November 21, 2001: (1) a positive statement of your intention to submit an bid for this solicitation as a Prime Contractor; (2) date of HUBZone small business certification; (3) statement of bonding capability, to include single and aggregate totals; and (4) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with their phone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor being considered "not interested" in this solicitation. A decision on whether this will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in the Commerce Business Daily, including CBDNet on November 26, 2001. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
