Description

ALL CHANGES ARE CAPITALIZED CHECK ALL DATES: Provide all Labor, Material, and Equipment (other than Government Furnished Equipment and Material) necessary to design and construct a minimum of 2 and a maximum of 3, Wind Generators necessary to produce a minimum total of 5,300,000 KW HRS ANNUALLY. Install a new 1 MW (min) of Electric Variable Boiler in the existing desalination plant. Design and install 1500kVAR of Synchronous Condenser to supply VARS (Volts Amps Reactive) to the Island distribution system during operation with the wind farm. Design, provide, and install a wind/diesel plant system master operator workstation system in the main power plant control room (PC based). (all of the above to include a one(1) year warranty on clin 0001 -- base bid item) If within available funds:provide and install one (1) additional 1.0MW (min) Electrical Variable Boiler, identical to and integrated with the new electrical variable boiler, and provide from one (1) to FOUR (4) ADDITIONAL YEARS OF WARRANTY on the purchased system. There is a mandatory pre-offer site visit. Offeror(s) cost for the site visit will be approximately $2,100.00 round trip from Patrick AFB, FL to Ascension Island and back to Patrick AFB, FL. (DELAYS ARE POSSIBLE, ALL ASSOCIATED COST SHALL BE THE RESPONSIBLILITY OF THE CONTRACTOR) as food and lodging that will also be the responsibility of each offeror or traveler in addition to the round trip air transportation costs from Patrick AFB, FL to Ascension Island and back to Patrick AFB, FL. The duration of the site visit will be two to three days, however there is the possibility of aircraft delays. Any and all other scenarios to travel to Ascension Island originating from other than Patrick AFB, FL to Ascension tentative date for mandatory site visit is 14 Jan 02. because of the requirement for advanced travel planning request all offeror(s ) immediately submit a travel request providing the information at the end of this notice . No request for travel will be accepted after 30 NOV 01 AT 1500 HRS for any reason. BECAUSE OF AIRCRAFT SCHEDULING CONCERNS all travel request information shall be faxed to Johnny Bellina at fax number (321)494-6193. All offeror(s) shall verify by telephone at this number (321) 494-9943 that the fax was received by Mr. Bellina in order to make sure the travel request was not lost or misplaced. IT IS THE OFFERORS RESPONSIBILITY TO CALL JOHNNY BELLINA (321) 494-9943 NLT 30 NOV 01 AT 1500 HRS TO INSURE ALL CURRENT AND PAST TRAVEL REQUEST HAVE BEEN RECEIVED. There may be other associated travel cost while at Ascension Island such Island and back to Patrick AFB, FL, will be the responsibility of the offeror and also will be paid for by the offeror(s). All persons traveling must provide a travel request form (provided in the RFP when issued) in order to obtain permission to travel to Ascension Island, no exceptions. No offer will be accepted from any company that did not attend the on-site mandatory site visit. Offerors will be provided mandatory site visit information in the RFP (Please no telephone calls). Only United States and NATO country Citizens will be allowed to travel to Ascension Island. All travelers must have a current and valid passport. Only one person per company will be allowed to travel and that person must provide a letter prior to travel (along with the travel request provided in the RFP) stating this person is an authorized representative of only that single company. Period of performance is 400 calendar days total of which 180 are for all on-site work from issuance of the Notice-to-Proceed. Solicitation issue date of 21 Dec 01 and an offer receipt date of 31 JAN 02 are tentative. Project magnitude is from $1M to $5M. The applicable NAISC code is 235950 and size standard for this acquisition is $11.5M. Availability of this solicitation will be limited to electronic medium only. Award will not be made until funds are available to make payments under a contract. The government reserves the right to cancel this solicitation, either before or after RFP closing, with no obligation to the offeror by the government.
