- NASA/GSFC plans to issue a Request for Quotation (RFQ) for the maintenance for an HST/TMIS System at the Goddard Space Flight Center in Greenbelt, Maryland. The maintenance is to include software updates, telephone and E-mail technical support and on-line remote service and diagnostics. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Interlinear Technologies (ILT) for the following reason(s): The Hubble Space Telescope (HST) Project has a requirement for maintenance of a COTS software package, AEDIS. The software has been customized by ILT to run the HST Technical Management Information System (TMIS). The TMIS system is an electronic document library of all engineerings and documents pertaining to HST. The AEDIS software package is a proprietary software that is customized by ILT for each customer. ILT is the only company that can provide support for this product. The Authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 7, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
