Description

The Program Support Center on behalf of the Office of International and Refugee Health (OIRH)/OPH/DHHS intends to enter into a sole source contract with the U.S. Civilian Research and Soviet Union (CDRF) to manage the transfer of HHS funds into the former Soviet Union (FSU) free from FSU taxes; manage the transfer of equipment into FSU free from FSU customs duties; provide funds to FSU recipients designated by the OIRH in US dollars; manage payments to FSU research institutes as directed; provide monthly reports to the OIRH on all payments and equipment provided; and maintain accurate records of these transactions for each project authorized by the HHS/OIRH project officer. CDRF is sanctioned by the former Soviet Union to provide these services and have developed the necessary protocols to carry out these critical functions of the Office of International and Refugee Health. The Government intends to award a contract to CRDF under the authority of FAR 6.302-1(See Note 22.) The date for award will be on or about January 4, 2002, the period of performance shall be for 36 months after award. Interested persons may identify their interest and provide capability statements in response to this synopsis in writing to this office. No solicitation will be issued. A determination by the Government not to compete this proposed requirement based upon responses to this notice is soley within the discretion of the Government. If no affirmative responses are received within 15 days from the date of this synopsis, the Contracting Officer will proceed with the award to CRDF. Telephone requests will not be accepted.=20
