Description

The Government has a requirement for engineering services to support the US Navy's goal of converting main storage submarine batteries to commercial Valve-Regulated Lead Acid (VRLA) technology. This procurement is for Phase II of that process. It will consist of five tasks as follows: (1) Design a VRLA battery based on Exide's ABSOLYTE XL product for the submarine platform selected by the Navy and provide conceptual drawings of the cell; (2) Procure tooling and parts and then construct the proposed VRLA cell and complete 1st article testing of the cell; (3) Design a second VRLA battery and acquire tooling necessary to fabricate the second cell; (4) Monitor XL-47 prototype cell testing and monitor the manufacture and installation of the XL-3000 VRLA battery system at the Navy's Nuclear Training Facility, Modification And Additions to Reactor Facilities (MARF); and (5) Provide t echnical assistance and oversight in the design of racking systems for the mounting and installation of the VRLA batteries into the different submarine classes. A fixed-price contract will be awarded. The Navy intends to solicit and negotiate this contract on a sole-source basis to Exide Corporation, d/b/a Exide Technologies, Lombard, IL based on FAR 6.302-1, only one source capable of meeting the Government s requirements. See numbered Note 22. This procurement will be processed in accordance with FAR Part 12 procedures, acquisition of commercial items.
