Description

This is a Notice of Intent for USAID/Egypt to modify Contract No. 263-C-00-98-00056-00 with CH2MHILL of Greenwood Village, CO. This is a level of effort term contract with a current end date of June 15, 2002. It is anticipated to be extended for approximately 12 months. No level of effort will be added. Among other services, CH2MHILL, under its current 4 year, $ 9,875,096 contract, is primarily providing a wide range of technical assistance to the Alexandria General Organization for Sanitary Drainage (AGOSD). Technical assistance has been provided in the areas of strategic planning, organizational development, Operation & Management (O&M), finance and personnel. In addition, an industrial waste surcharge program has been developed, studies have been conducted on national sector issues, a public awareness program has been developed and implemented, a management Information System (MIS) has been procured and installed and $ 2.7 million in spare parts have been procured. A training program has been developed and implemented which supports all the technical assistance areas. For this procurement, USAID/Egypt intends to solicit and negotiate with only one source under the authority of AIDAR 706.302-70(b)(5). Work under the extension will focus on the development of a capability within AGOSD to develop performance and tariff analyses which will be required by the National Regulatory Board for Water & Wastewater Sector. Work will also include establishing reliable data sources, developing databases, developing plans for achieving performance efficiencies and carrying out cost of service and rate design studies. The databases required for performance and tariff analysis will be integrated into the MIS. During this extension year, the MIS program will be fully implemented & supported. A training program will be developed and implemented which will support all the technical assistance areas. There will be no solicitation documents issued for this proposed action. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This Notice of Intent is not a request for competitive proposals. However, the government will consider all proposals received within thirty days after date of publication of this synopsis. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
