Description
The Federal Bureau of Prisons has a future requirement for sewer utility services at a proposed Federal Correctional Institution to be located in Pollock, Louisiana. The facility will house approximately 1,500 inmates, warehouse space, ancillary buildings and other generic institutional elements. The North American Industrial Classification System (NAICS) code is 221320 (Size Standard: $5 million). This sources sought synopsis is for the purpose of conducting market research to determine interest and capability of potential sources for this requirement. Do not submit capability statements. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate an respondent for any cost incurred in developing information provided to the Government. The Market Survey, which includes instructions for submitting a proposal, will be available on or about December 3, 2001. Requests for the market survey should be faxed and then mailed to Belinda L. Toews, Contracting Officer, at the address and number listed below. Do not send P.O. Box Address. The contractor shall provide sewer service with an estimated daily usage of 207,500 gallons, in addition to the existing sewer service requirement of 328,000 gallons per day. The total annual sewer requirement for all facilities located at this site is 212,795,000. The contractor will be responsible for providing and coordinating all services required to be delivered to the designated point of service point. A permanent sewer service connection shall be available by April 1, 2004. Permanent service commencement date of October 1, 2004 is required. The resulting contract will be a firm-fixed price with economic adjustments and shall have a performance period of a minimum of one year and maximum of ten years duration. The following factors shall be used to evaluate offers. The evaluation factors with the exception of price are listed in descending order of importance: past performance, technical, small business subcontracting, and price. All responsible sources may submit an offer which shall be considered by the Agency.. This solicitation is unrestricted. The solicitation and all subsequent information, including amendments will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov.. This site provides downloading instructions. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Hard copies of this solicitation will not be available. However, should the market research reveal that there is only one source available to provide sewer service to the new institution, all information pertaining to the solicitation will be disseminated by mail in hard copy format.
