Description

The National Oceanic and Atmospheric Administration (NOAA), Information Resources Division proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with Information Handling Services, 15 Inverness Way East, Englewood, CO 80112 for online access to the IEEE explore service. This is a product which provides full-text access to IEEE and IEE journals, conference proceedings and IEEE standards. In addition a 13 year back-file archiving IEEE and IEE publications from 1988 to present is included. The service is required from November 10, 2001 through November 9, 2002. This synopsis is issued for information only. No competitive solicitation is planned. No award will be made on the basis of requests in response to this notice. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government=92s best interest and must address qualifications pertinent to this requirement. This announcement is being issued under the Simplified Acquisition Procedures, FAR Part 13. Estimated government cost is between $25,000 and $100,000.
