Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation (32-M-APHIS-02) is issued as a "request for quotations" (RFQ) in accordance with Federal Acquisition Regulation (FAR) Part 13. This solicitation document and incorporated provisions and clauses are those in effect though Federal Acquisition Circular 97-21. The NAICS Code is 531110. For this solicitation, the small business size standard is less than an average $5.0 million a year over the last 3 years. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), requires corporate housing for an employee on temporary duty assignment in Manhattan, New York, in support of the Asian Longhorned Beetle Emergency Eradication Program. The effective period shall be from date of award through September 30, 2002. OCCUPANCY IS REQUIRED BY DECEMBER 15, 2001, OR AS SOON AS POSSIBLE AFTER NOTIFICATION OF AWARD. All responsible offerors may submit an offer for consideration. The following FAR clauses and provisions are hereby incorporated into this solicitation by reference and are in full force and effect; 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 52-212-2, Evaluation -- Commercial Items (JAN 1999), 52.212-3; Offeror Representations and Certifications- Commercial Items (JAN 2001) (OFFERORS SHALL COMPLETE AND INCLUDE A COPY OF THEIR REPRESENT- ATIONS AND CERTIFICATIONS WITH THEIR OFFER); 52-212-4, Contract Terms and Conditions-Commercial Items (MAY 1999); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (AUG 2000). The aforementioned FAR clauses and provisions may be accessed on the Internet at the following web site: http://www.gsa.gov/far/ . APHIS requires 1 fully furnished corporate studio apartment in Jersey City, New Jersey, within ? mile of the PATH train. The monthly rate shall include paid utilities (electric, water, sewer, trash pickup, etc.), free on-site secured parking with key access, telephone with messaging capabilities and free local calls, high speed Internet access, full weekly cleaning service, full linen service (including, but not limited to, kitchen and bath towels, bedding, etc.), free on-site laundry facility, on-site fitness facility, and full service grocery and drug stores within ? mile of apartment complex. The location of the apartment shall be within a ? mile of PATH train access to Manhattan. Complimentary shuttle service to and from PATH train and within ? mile radius of the apartment complex. The apartment shall have indoor corridor access, monitored security cameras, roaming security personnel dusk to dawn, and except for front door, locked exterior doors (24/7) with key access. Front front door shall be locked nightly from approximately 10:00 P.M. to 6:00 A.M. A representative from the property management firm (front desk personnel) shall be at the available 24/7. Free on-site secured parking with key access shall be provided. On-site maintenance personnel shall be available from 8:00 A.M. To 11:00 P.M. The furnishings shall include, but are not limited to, a minimum of a double bed, linen and bedding, a fully equipped kitchen (including, but not limited to, dishes, silverware, cookware, cooking utensils, coffee maker, toaster, stove, refrigerator freezer, microwave oven, dishwasher, garbage disposal, etc.), color television with premium cable TV and VCR, radio with CD player, iron and ironing board. Award will be made to the responsible offeror with the lowest-priced, technically acceptable proposal.
