Description
The General Services Administration announce their intent to issue a Request for Proposals on behalf of the American Battle Monuments Commission (ABMC) for Direct Mail Services for the National World War II Memorial Project Campaign. The contract includes executing up to 4 mailings per year in support of fundraising for the National World War II Memorial project. Services include, but are not limited to, strategic planning and creative development of the direct marketing program and subcontracting and production services including copy and package design, and coordinating the printing and mailing of all packages. The contract will be a firm fixed priced, indefinite delivery indefinite quantity contract, with a fixed base service for 12 months and 2 one year options. One contract will be awarded, subject to the availability of funds. The selection process will utilize source selection procedures in accordance with FAR 15.3. The selection process will use tradeoffs and technical/management factors are approximately equal to price and price related factors. Proposals will be evaluated on the following: (1) Offerors must demonstrate successful experience as a Direct Mail service contractor. (40%) Offerors must demonstrated on at least one (1) similar campaigns within the past five (5) years. Similar campaign is defined as a campaign which involved a national direct mail campaign that netted in excess of $5,000,000 in one year. (2) Past Performance (40%): (3) Key Personnel (10%) and (4) Contractor?s Capabilities/Management Approach/Subcontracting Plan (10%). This solicitation is open to both small and large business firms. The small business size standard for the procurement (NAICS 541860) in accordance with FAR 19.1 is average annual receipts of $5 million. Large business firms will be required to submit an acceptable Small Business Subcontracting Plan in accordance with the solicitation and FAR 52.219-9. GSA and ABMC are committed to assuring that the maximum opportunity is provided to the small business community to participate in this contract. The RFP will be issued on or about December 7, 2001, and proposals will be due 30 days after issuance. Copies of the solicitation may be obtained electronically at http://www.fedbizopps.gov. The document name instruction.doc contains instructions on all the electronic files posted. Parties should notify GSA's contracting officer via e-mail (christine.kelly@gsa.gov) of their interest in the solicitation. The contract will be awarded by ABMC.=20
