Description
The General Services Administration announce their intent to issue a Request for Proposals on behalf of the American Battle Monuments Commission (ABMC) for Data Management Services for the National World War II Memorial Project Campaign. The contract includes database management for fundraising and the Registry of Remembrances for the National World War II Memorial project. Services include, but are not limited to, data management, lockbox operation, data entry including capturing all donor, financial and registry information, reports, acknowledgement mail services, toll free telephone operations, and internet website hosting. The contract will be a firm fixed priced, indefinite delivery indefinite quantity contract, with a fixed base service for 36 months and 2 one year options. One contract will be awarded, subject to the availability of funds. The selection process will utilize source selection procedures in accordance with FAR 15.3. The selection process will use tradeoffs and technical/management factors are approximately equal to price and price related factors. Proposals will be evaluated on the following: (1) Offerors must demonstrate successful experience as a Data Management service contractor in support of fundraising in the non-profit sector. (40%) Offerors must demonstrate at least one (1) similar campaign within the past five (5) years. Similar campaign is defined as a project comparable in nature, type, and complexity meeting all of the following characteristics: (1) the campaign involved data support for a national fundraising campaign that netted in excess of $5,000,000 with over 1/2 million donor records involved in but not limited to direct mail, major gift solicitation, corporate/foundation giving, and planned gifts. (2) Past Performance (40%): (3) Key Personnel (10%) and (4) Data Management Capabilities/Management Approach/Subcontracting Plan (10%). This solicitation is open to both small and large business firms. The small business size standard for the procurement (NAICS 541860) in accordance with FAR 19.1 is average "annual receipts" of $5 million. Large business firms will be required to submit an acceptable Small Business Subcontracting Plan in accordance with the solicitation and FAR 52.219-9. GSA and ABMC are committed to assuring that the maximum opportunity is provided to the small business community to participate in this contract. The RFP will be issued on or about December 7, 2001, and proposals will be due 30 days after issuance. Copies of the solicitation may be obtained electronically at http://www.fedbizopps.gov.
