- Description
- The Naval Air Warfare Center Training System Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) program which includes providing all labor, equipment, training facilities, tools, training materials, training devices, supervision and other services necessary for classroom, trainer, and simulator training for Navy C-40A (Boeing 737-700C with increased gross weight (IGW) as configured for U.S. Navy) aircrew. The C-40A CACT program requires classroom (academic and practical) training, a Cockpit Familiarization Trainer (CFT) that depicts all cockpit systems, a Part Task Trainer (PTT) (for aircraft system training with trainee input and trainer response capability), and a FAA level C simulator. In lieu of the CFT or PTT a higher order device may be used. The flight simulator must be FAA certified to Level C or higher under current FAA Advisory Circular 120-40 criteria for the Boeing 737-700/800 configured cockpit with freeze and repositioning capability. The pilot courses must be taught at a FAA 14 Code of Federal Regulations (CFR) Part 142 Boeing 737-700/800 certified Training Center. All contractor pilot instructors shall be certified under the 14 CFR Part 142 Training Center certification. The contractor will be required to submit training syllabus for each course for government approval. The anticipated C-40A course requirements shall include: 1) Pilot Initial Course -- The C-40A Pilot Initial Training course shall be conducted for each trainee in accordance with the Approved Training Syllabi (ATS). Training will be performed at a contractor provided facility within a continuous period not to exceed 12 consecutive days (a maximum of 11 training days). The Pilot Initial course shall minimally be 80.0 hours in length consisting of: administration/check-in; a short review/instructor-led question/answer period on general aircraft systems; Reduced Vertical Separation Minimums (RVSM) and Category II and III approach training (approximately 6.0 hours); aircraft performance training (approximately 6.0 hours); cockpit familiarization training (approximately 2.0 hours ; part task trainer (PTT) sessions (approximately 14.0 hours); simulator sessions (approximately 45.5 hours); and completion of a course evaluation. The Pilot Initial course shall minimally include seven 6.5-hour simulator periods each consisting of a 1.5 hour pre-brief, 4 hours flight simulator time divided equally between the right and left seat (2.0-hours each seat), and a 1-hour debrief. At least one simulator period shall be dedicated for Head-up Guidance System (HGS) /Heads-Up-Display (HUD) training. In addition to these seven simulator periods, each crew of two pilots shall jointly receive a minimum of 14.0-hours in a part task trainer (PTT) or higher level training device (i.e., simulator) for Flight Management Computer and Mode Control Panel training. PTT shall minimally include four different/unique 3.5-hour periods (each period with a 1.0-hour pre-brief, 2.0- hours actual part task trainer time, and a 0.5-hours debrief). Although each of the four PTT periods are different/unique, each pilot in a crew will train in the left seat for two of the four PTT periods and in the right seat for the other two of the four PTT periods. 2) Pilot Recurrent Course -- The C-40A Pilot Recurrent Training course shall be conducted for each trainee in accordance with the ATS. Training will be performed at a contractor provided facility within a continuous period not to exceed 5 consecutive days (a maximum of 5 training days). The Pilot Recurrent Training course shall minimally be 34.0 hours in length consisting of: administration /check-in, lessons in general aircraft systems review and aircraft updates/lessons learned, HUD and RVSM review, simulator sessions, and a course completion evaluation. The Pilot Recurrent course shall minimally include four 6.5-hour simulator periods each consisting of a 1.5-hour pre-brief, 4.0- hours flight simulator time divided equally between the right and left seat (2.0-hours each seat), and a 1-hour debrief. Pilots completing these proficiency training/ courses shall have reviewed all areas necessary to satisfactorily meet the FAA requirements under 14 CFR Part 61 for Pilot-in-Command and Second-in-Command for a FAA Type Rating. Receipt of a FAA type or ATP rating or FAA check flight certificate is not a course requirement. All flight simulator training periods should be geared to flight training, vice check flights. A PRE-PROPOSAL CONFERENCE WILL BE CONDUCTED ON DECEMBER 11, 2001 AT 8:30 A.M. EASTERN STANDARD TIME (EST) AT THE NAVAL AIR WARFARE CENTER TRAINING SYSTEM DIVISION, 12350 RESEARCH PARKWAY, ORLANDO, FLORIDA. Those offerors who wish to attend the conference shall comply with the Visit Request/Security Requirements to be listed in Section L of the Solicitation/Request for Proposal (RFP). Failure of a prospective offeror to attend the conference or to submit any questions will be construed to mean that the offeror fully understands all requirements of the RFP. Prospective offerors are advised that the conference will be held solely for the purpose of explaining the specifications and terms and conditions of this solicitation. All prospective offerors are advised that at the conclusion of the Conference, unless this solicitation is amended in writing, it will remain unchanged and, that if an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable. In no event will failure to attend the conference constitute grounds for a claim after award of the contract. The Government is not responsible for nor will the Government pay any portion of the costs associated with attendance at the Conference by prospective offeors. An indefinite quantity, requirements contract with provisions for firm-fixed price delivery orders is anticipated with a 60-month period of performance.
