- This is a Sources Sought Synopsis: The 21st Contracting Squadron is soliciting Small Business sources under the North American Industry Classification System (NAICS) number 481219, Business Size Standard is $5M. NONPERSONAL SERVICES: The proposed acquisition is for Air Terminal Passenger Transportation Services, Official Government Travel, and Combat Readiness and Resources services. The contractor shall operate a full service Air Terminal at Peterson Air Force Base (AFB), CO, to include, but not limited to passenger and cargo movement on deployment, exercise, real world, or contingency missions. The contractor shall be responsible for all official travel for CONUS and OCONUS locations for all Department of Defense (DoD) personnel, dependents and contractors. The Combat Readiness Section supports the 21st Space Wing and, not limited to, an additional 43 units; stage deployments and exercises from Peterson AFB, CO; specialized cargo deployment training for cargo preparation personnel. This requirement is a Direct Conversion of 17 full-time military and civilian in-house authorizations with a labor pool of 57 augmentees. All Small Business sources capable of performing these services are encouraged to submit electronic Capability Statements; details of past performance for 3-5 years, key manager descriptions, and any potential teaming/joint venture or other partnering arrangements, and business status by 5 December 2001. 51% Tribally owned, Native American 8(a) firms are encouraged to respond. The Government contemplates issuance of a Request for Proposal using Past Performance/Price Trade-off initiatives. A firm-fixed price contract with a base period of 1 Apr 2003 through 30 Sep 2003, plus four, one-year option periods is contemplated. =20
