Description
The Small Diameter Bomb Program Office (AAC/YV), Contracting Directorate (YVK), Air Armament Center (AAC), Eglin AFB, Florida is contemplating a sole source solicitation to Lockheed Martin Aeronautical Systems, 86 S. Cobb Drive, Marietta, Georgia, 30063, to determine the stress loads encountered in the F-22 when two proposed Small Diameter Bomb designs are integrated into the F-22's main bays. This study will address static and dynamic loads in captive carry and employment. The reactive loads will be analyzed during employment. The anticipated contract type is Firm Fixed Price. The anticipated period of performance is one year. A data package is not available for this acquisition. Interested firms may submit a Statement of Capability (SOC) to Ms. Jeffrey Duval, AAC/YVK, 102 West D Avenue, Eglin AFB FL 32542-6807. The SOC must include sufficient information to demonstrate the offerors capability in performing detailed analysis of the structures and supports used in the F-22 main bay. The offeror should identify the tools expected to be used in developing the analysis for this activity. Review of the SOC will be based on the following factors: The SOC shall include the contractor's capability and understanding of the structural and mechanical capacity of the F-22. This includes the use of validated models to accurately predict anticipated load conditions, the use of simulators and simulations, and other mechanical models. Respondents to this notice will not be notified of evaluation results. Responses must be received within 15 days of publication. The NAIC Code/Size Standards is 541710/1500 employees. This synopsis is not a Request for Proposal or an Invitation for Bid and is not to be construed as a commitment by the Government. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer or the Program Manager previously identified.
