Description
The Air Force Research Laboratory Information Directorate, Rome, NY intends to solicit orally and negotiate a sole source purchase order under the authority of FAR 6.302-1. It is our intent to make an award to TMC Design, 4325 Del Rey Blvd, Las Cruces for the delivery of the following equipment Microwave Antenna, Mfg by TMC Design. Dish Type, 6 foot dish anodized for corrosion protection. Frequency Range: 400-500 MHz. Waveguide to Coax Adapter. Type 3 1/8 EIA connector flange. Gain E-Plane HPBW, VSWR: Estimated: 16.0 dB; 25.56 degrees (-10dB illumination; configured for maximum gain) VSWR 2.0:1, dry air, atmosphere pressure, ambient temperature 104F degrees, conductor 216F degrees. Controller: Electronic controller for external manipulation (remote) of antenna in elevation (up to 90 degrees) and azimuth (+/- 180 degrees. Mount: Quadra pod mount that allows easy installation/removal of the entire antenna system from a truck mounted configuration through an opening height =3D90"; width =3D 86.5". Polarization: Dish will be mountable in a horizontal, vertical or slant polarization configuration via an 8 bolt design around the circumference of dish. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, Shirley Zakala, zakalas@rl.af.mil. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Ms. Linda W. Reed, Deputy Chief, Contracting Division, at 315-330-7748. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. This procurement shall be awarded under Simplified Acquisition Procedures (SAP). See Note 1.
