Description

This is a combined synopsis/solicitation for commercial items prepared IAW the format prescribed in sub-part 12.6 of the FAR, as supplemented with additional information included in this notice. This announcement constitutes the solicitation for the required services. Quotes are hereby requested under N00140-02-Q-0690. A subsequent solicitation document will not be issued. The provisions and clauses incorporated into this solicitation document are those in effect through FAC 97-27. FISC Det Phila. intends to acquire on a sole source basis, IAW FAR 6.302-1, EZ Passes in support of the Navy Recruiting District, East Meadow, New York from the MTA Bridges and Tunnels, New York. Award of a firm fixed price contract is anticipated. The Government's obligation is contingent upon Congress enacting FY02 appropriations. The NAICS is 926120 with a size standard of $5 million employees. Resultant contract will run from 01 December 2001 through 30 November 2002. Requirement is for EZ Passes for approximately 280 Government Owned Vehicles, passing through approximately 3500 New York area Bridge and Tunnel tollbooths per month. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1 "Instructions to Offerors-Commercial Items"; FAR 52.212-3 "Offeror Representations and Certifications-Commercial Items"; FAR 52.212-4 "Contract Terms and Conditions-Commercial Items"; FAR 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items" (a)(1) and (2) and (b) (5)(9)(11)(12)(13)(14)(15)(16) and (e)(1)thru(4). The following Defense Far Supplement (DFARS) provisions and clauses apply to this solicitation and are incorporated by reference: DFARS 252.212-7000 "Offeror Representations and Certifications-Commercial Items," and DFARS 252.212.7001 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial items." As a minimum, vendors provide this office: a signed price quote on letterhead or a SF1449 for the requested items w/unit price and extended price, prompt payment terms, remittance address, and copies of FAR 52.212-3 and DFARS 252.212-7000. Offerors will be evaluated using 52.212-2. Responses to this solicitation are due in the bid room or in the depository located in the bid room at FISC Norfolk Detachment Philadelphia, Bldg. 2B, 700 Robbins Ave., Philadelphia, PA 19111 no later than 4:00PM E.S.T. on 26 November 2001. All offers shall be sent to FISC Det Phila, ATTN: Bid Officer. Reference RFP N00140-02-Q-0690. Interested persons may identify their interest and capability to respond to the requirement or to submit quotes. This notice of intent is not a request for competitive quotes. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. Information received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. All responsible sources may submit a quote which shall be considered by FISC Norfolk Det. Phila. The government will not pay for information received.
