Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation subpart 12.6 for commercial items and supplemented with additional information included in the notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This procurement is for the acquisition of a commercial item using simplified procedures as allowed in the test program defined in the Federal Acquisition Regulation (FAR) 13.5. Solicitation F05611-02-T-0011 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-01. This is a sole source procurement to operate a Priority Placement Program (PPP) at the USAF Academy for a Reduction in Force (RIF). The North American Industrial Classification System (NAICS) code is 921190 and the Business Size Standard is $5,000,000. The following tasks are required to be provided: Determine employee qualifications for placement under RIF; Interview affected employees, explaining options and requirements of the PPP; Assist employees understand their registration choices in the PPP; Track and update registrations in the PPP; Determine employee qualification for job offers from other DOD installations. The following quidelines will be used to accomplish the noted tasks: US Office of Personnel Management Operating Manual-Qualification Standards for General Schedule Position; US Office of Personnel Management Operating Manual-Qualification Standards for Wage Grade Positions; Code of Federal Regulations, Chapter 5, Part 351, Reduction in Force; Code of Federal Regulations, Chapter 5, Part 536, Grade and Pay Retention; DOD Manual 1400.20-1-M, Priority Placement Program Operating Manual. To provide the described tasks, in accordance with the specified guidelines, the following qualifications must be met: Contractor must have current working knowledge of the guidelines mentioned above; Contractor must know the organization, function, and job duties and responsibilities of the civil engineering function being contracted out at the USAF Academy; Work must be performed at leas at the level of production and competence typically expected of an experienced personnel specialist. The base period for the contract will be from 27 Nov 01 through 30 Apr 02. Option periods will be priced and incorporated by modification, if necessary, under the Option Clause. Prices for each month as specified should be provided: CLIN 0001 for 27-30 Nov 01 ________; CLIN 0002 for 1-31 Dec 01 ________; CLIN 0003 for 1-31 Jan 02 ________; CLIN 0004 for 1-28 Feb 02 ________; CLIN 0005 for 1-31 Mar 02 ________; CLIN 0006 for 1-30 Apr 02; CLIN 1001 (First Option, 1-31 May 02) ________; CLIN 2001 (Second Option, 1-30 Jun 02 ________; CLIN 3001 (Third Option, 1-31Jul 02) ________; CLIN 4001(Fourth Option, 1-31 Aug 02) ________. Compliance with all instructions contained in FAR provision 52.212-1, Instructions to Offerors-Commercial Items is required. You are encouraged to submit your quote on Standard Form 1449. As allowed in FAR 13.106-2(b)(1), the contracting officer may use one or more, but not necessarily all of the evaluation procedures provided in FAR Part 14 or 15. Accordingly, award of a contract will be based on price alone. The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government. A complete copy of the FAR provisions 52.212-3, Offeror Representations and Certifications-Commercial Items shall be submitted with the quote. FAR provision 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, to include clauses (a)1&2, (b)1,5,7,11,12,13,14,15,17,20,23&26 and (c)1,2,3, as well as the Deviation to 52.212-5 apply to this acquisition. In addition, the following clauses are included as addenda: 52.217-5, Evaluation of Options; 52.217-8 Option to Extend Services (period of time-30 days); 52.217-9, Option to Extend the Term of the Contract (period of time-15 days and 30 days respectively); 52.222-41, Service Contract Act of 1965, As Amended (41U.S.C.351, 35 seq.) and potential contractor must comply with U.S. Department of Labor Wage Determination 94-2079 (Rev 18), dated 05/31/2001; FAR 52.222-42, Statement of Equivalent Rates for Federal Hires (Employee Class-Personnel Assistant (Employment)IV, Monetary Wage-$12.62per hr+32.85% in Fringe Benefits); 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. It should be noted that faxed quote will be accepted. Faxed quote can be sent to (719)333-4404. Faxed/mailed quote is to be received at the Operational Contracting Office, 8110 Industrial Dr, Suite 200, USAF Academy CO 80840-2315, no later than 3:00pm (MDT) on 26 Nov 01.
