Description
The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure the ADU-514A/E Small Missile Adapter (DL 1763AS700) and the ADU-829/E Upper Tier Adapter (1763AS900-1) on a sole source basis to J.A. Reinhardt & Co. Inc., Spruce Cabin Road, Mountainhome, PA 18342 under the authority of 10 U.S.C. 2304(c)(5), FAR 6.302-5, FAR 19.1306, and under an approved Justification and Approval. J.A. Reinhardt & Co. Inc. is certified as a small business operating in a HUBZone. Market research has identified only one certified small business HUBZone source that can meet the Navy's requirement. The required basic quantity for the Small Missile Adapter is for four each preproduction units. There will be three option periods of 240 each. The required basic quantity for the Upper Tier Adapter is for four each preproduction units. There will be three options periods of 200 each. The ADU-514A/E Small Missile Adapter is used to transport 5 to 8 inch diameter uncrated missiles. The adapter consists of one lower and one upper frame assembly with rubber missile support pads, tie down straps and two adjustable base plate assemblies which connect the adapter to the weapon transport skids/trailers. The upper frame can be secured in two vertical positions and also can be rotated 90 degrees to allow loading/offloading the lower stations. The adapter consists of 6061-T6 aluminum components welded together and except for the vertical tube, tie down straps and rubber support pads are to be powder coated to provide protection from the salt environment. Characteristics: L=3D29.62", W=3D6.0", H=3D24.75", Approx. Wt. =3D 50 lbs, Capacity =3D 2,400 lbs. The ADU-829/E Upper Tier Adapter consists of an upper frame with an extension tube, which will mate with the ADU-514A/E adapter to provide a third tier for transport of additional missiles. This adapter will be powder coated as well. This adapter must form, fit and function with the ADU-514A/E in all respects. Characteristics: L=3D29.62", W=3D6.0", H=3D30.0", Approx. Wt=3D 25 lbs, Capacity =3D 1200 lbs. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
