- Description
- The US Army Research Laboratory, Weapons and Materials Division, Aberdeen Proving Ground, MD 21005, plans to issue a Request for Quotation (RFQ) for the purchase of Quality Control, Testing, and Inspection Services of paints under the Qualified Products L ist (QPL) Program as well as formulate and test chemical agent resistant coatings and ammunition coatings for Army applications. All work is to be performed in Building 4600 at Aberdeen Proving Ground, MD 21005. Both wet and dry samples of paint will be e valuated using appropriate military specifications and ASTM procedures and requirements. All data will be recorded and maintained for reporting to paint suppliers. Significant expertise is required in the area of CARC and ammunition coating formulation, manufacture and testing using and interpreting results from such equipment including but not limited to, color matching spectrophotometer, gas and liquid chromatography, mass spectroscopy, thermal analysis (including TMA, TGA, and MDSC), environmental cham bers (including ovens, sub-artic, humidity, and weatherometers), Environmental Scanning Electron Microscope, optical microscopes, laser-type particle size analyser, Long Scan Profiler, and FTIR in a research environment. Occasional travel may be required. Period of performance will be 01 January 2002 through 31 December 2002. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). ARL intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 with Pauline Smith, Havre de Grace, MD. The proposed contract action is to maintain continuity and required level of effort for the continued research efforts already established within the Army Research Laboratory. Interested firms have 15 days from the publication of this synopsis to submit in writing via FAX 410-278-6522 to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct thi s procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not compete this proposed e ffort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. The Government reserves the right to award without discussions. The Government will award on the basis determined most adva ntageous to the government,i.e., past performance, price, availability, and other factors considered.
