- REQUEST FOR INFORMATION (RFI) SPO540-02-I-0101. This Request for Information (RFI) is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). The Government does not intend to pay for any information furnished pursuant to this RFI. The Defense Supply Center Phildelphia(DSCP) seeks your expression of interest and any suggestions regarding DSCP's desire to establish supply support of Benchstock hardware to all U.S. Military units, camps, bases, and stations worldwide. DSCP wishes to partner with industry participants that will form strategic alliances with Lockheed Martin-approved sources, for the purpose of providing total supply chain support to the Government. This prospective initiative will encompass approximately 145 Lockheed Martin-Approved-Source items with the potential to grow to 6,283 items over the life of the contract. DSCP wishes to capitalize on the total supply chain management and integrated logistics practices currently being demonstrated in private industry. The Government seeks vendors' ideas on methods for lotting the core list of 145 items into groups of between 5 and 20 items each. The items along with their Procurement Item Descriptions (PID) can be found at http://www.dscp.dla.mil/gi/general/scp_ltc.htm. Depending upon the nature of the responses to this RFI, the Government will determine the ultimate method for lotting of items. Each contract entered into under this prospective program will include surge and wartime readiness sustainment requirements. Vendors who would propose to offer product from sources not cited as acceptable sources in the Procurement Item Description (PID) will be required to obtain source approval from the Design Control Activity. If a solicitation results from this RFI, source approval requests/technical data packages must be submitted to the Contracting Officer at the time that proposals are due. The types of items within the scope of the Lockheed Martin-Approved Source program will include those items associated with the maintenance, overhaul and repair of military and commercial equipment, vehicles and aircraft, including, but not limited to, items currently cataloged under the following Federal Stock Classes: (FSC): 5305, 5306, 5310, 5315, 5320, 5325, 5330, 5340, 5355. The type of contract contemplated for this program is a firm, fixed price, or fixed price with economic price adjustment, indefinite quantity contract with one or more option periods of one or more years. Current Long-term contracts in the United States have a two-year base period with three (3) one-year options. Suggestions for other long-term arrangements will be considered. We anticipate the use of Electronic Commerce. Any response to this RFI should include comments regarding the use of information systems to provide for asset visibility, order and receipt transmission, and reports. Topics that vendors may wish to comment on include, but are not limited to: depot stock versus Direct Vendor Delivery support models; demand models/usage monitoring and replenishment; pricing methodologies; vendor capabilities. The successful Contractor may be a distributor or manufacturer who has formed the necessary alliances with Lockheed Martin-Approved Sources, in order to supply one or more complete lots of items. The Government desires to formulate a RFP using Best Value Source Selection evaluation criteria. In such instance, DSCP will select one or more Contractors based on an integrated assessment of technical and price proposals. Pricing and technical proposals will be of equal importance in the source selection decision. The Contractor will deliver products which will conform to the requirements of cited specifications, drawings, standards, quality assurance provisions, approved part numbers, as described in the order, and will comply with any Department of Defense (DoD) Authorization Act or Appropriation Act restrictions, when applicable, as set forth in Part 225 of the Defense Federal Acquisition Regulation Supplement (DFARS 225). DSCP invites your written comments, suggestions and ideas regarding this initiative. Please include your comments regarding the feasibility and cost effectiveness of this initiative, and provide a summary of your experience in similar undertakings. DSCP will offer to any vendor who is interested, the opportunity to make an oral/audio/visual presentation of their information. For an appointment, contact the Contracting Officer below. Responses to this RFI that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. However, DSCP's intent is to develop an RFP from the aggregate of the information provided from industry as a whole.
