- Description
- On or about 12 December 2001, this office will issue Invitation for Bids for the construction of CN01 REPAIR MFH HOLLY PHASE 1 at GRAND FORKS AFB, ND. Bids will be opened on or about 15 January 2002. This solicitation is unrestricted and open to both large and small business concerns. Contractors interested in inspecting the site of the proposed work should contact the Grand Forks Resident Engineer, U.S. Army Corps of Engineers, P.O. Box 247, Emerado, North Dakota 58228 for mail and 558 Eielson Street, Bldg. 440 for site inspection, Telephone: (701) 594-5016/5575. FAX (701) 594-5526. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering. Quantities and dimensions, if listed, are approximations only. The work will consist of some site and interior/exterior family housing unit demolition and renovation. Approximately 15 duplex family housing units, eight (w/16 dwellings) of which, are single-story units and the remaining seven (w/14 dwellings) are two-story units, will be renovated and reconditioned under this contract. The single-story units have existing concrete basement foundation walls and load bearing first floor wood frame construction. Second story units have existing concrete basement foundation walls and load bearing first and second floor wood frame construction. Work includes: Exterior site improvements; selective interior demolition; paving for sidewalks, trash pads, and rear patios; concrete stair work; seeding, sod and landscape work; interior rough and finish carpentry; insulation; metal work and flashing; fabricating handrails and guardrails. Other work includes overhead doors, doors and frames, windows, gypsum drywall, resilient flooring, carpeting, painting (interior/exterior), and cabinets and countertops. HVAC upgrades consist of AC and furnace renovation, along with complete interior plumbing and electrical renovation. New underground electrical service will be established for each unit from new pad-mounted transformers. Asbestos containing material includes flooring tile mastic; Lead Base Paint has been detected on garage doors, basement post and beams, and slight amounts on trim boards and walls. The estimated construction cost of this project is between $1,000,000 and $2,500,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2002: (a) Small Business:61.4% of planned subcontracting dollars.(b) Small Disadvantaged Business:9.1% of planned subcontracting dollars*. (c) Women Owned Small Business:5.0% of planned Subcontracting dollars*.(d) Severely Disabled Veterans:3.0% of planned subcontracting dollars*.(e) Hubzone: 2.5% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
