Description

The Clinic Addition/Alteration/L ife Safety Upgrade project consists of additions & alterations to an existing hospital at Eglin AFB, FL. The addition will consist of 71,878 SF to house outpatient clinic functions and be constructed with a reinforced concrete foundation and floor slab, ex terior tilt-up panels, a standing seam metal roof and all required support utilities. The renovation will consist of 157,222 SF to correct numerous life safety and utility deficiencies to include sprinkling of the building. Asbestos abatement is required. Exterior site development includes relocation of access roads and new parking areas. Supporting facilities include fire protection and alarm, building information systems, electrical & mechanical systems. Extensive phasing of construction is required sin ce all hospital activities must continue during the entire construction period. The North American Industry Classification System (NAICS) code for this project is 23332. Bid documents are available on or about December 17, 2001. Estimated cost of work is o ver $25,000,000. Unrestricted. All responsible sources may submit an offer, which shall be considered. Note No. 1: Bidders, subcontractors and Dodge Plan Rooms are required to self-register their firm or office on the Internet to receive one CD-ROM. Regis tration instructions are available on the Internet at http://www.sam.usace.army.mil then click on contract bids. Neither telephonic, mailed, nor fax requests will be accepted. Those registering are responsible for the accuracy of the information on the mai ling list. Registration must include the firm's physical address, telephone, a valid fax number and a point of contact. Registration should be completed one week prior to the issue date. All notifications of changes to this solicitation shall be made thro ugh the Internet only. It is therefore the contractor's responsibility to check the Internet address listed above daily, for any posted changes to this solicitation. The plans and specifications will be issued on Compact Disc (CD-ROM) only and will be prov ided free of charge. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Actual solicitation amendments will be issued either by fax, posting for download to the aforementioned web page, or CD-ROM. Note No. 2: All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper me dium. Electronic medium for the bid submittal documents will not be allowed. NOTE: This solicitation is in .pdf format and requires Adobe Acrobat Reader. Note No. 4: For this job, a small business is defined as having average annual receipts of less than $27,500,000 for the past three years. Note No. 7. A pre-proposal conference will be held in the Dining Hall of the Hospital (Bldg 2825) on 8 Jan 02 at 1:00 p.m. (CS Time). Due to heightened security at Eglin AFB, all visitors must be sponsored at the gate and receive a Base pass. In order to accomplish this all contractors attending the pre-proposal conference must provide a written notification to the Eglin Resident Engineer (Fax: 850- 882-5290) as to who plans to attend with names and Social Security Numbers. All parties planning to attend should provide the following information by 4 Jan 02. Request for attendance received after 4 Jan 02 will not be accepted. All contractors will then be met at the West Gate (Ft Walton Beach side) one hour prior to start of conference to obtain a one day Base pass. Base pass procedures are subject to change so please allow adequate time for Base access to avoid delays in attending conference. Sponsors to gain access to the Base will not be available until 1200. The purpose of the conference is to familiarize the bidders with the scope of work, address bidders questions concerning the project, participate in a site visit to become familiar with the exist ing site conditions, and familiarize the bidders with the Best Value process. Attendance at the conference is strongly recommended. Minutes of the pre-proposal conference will be prepared by the Government and placed on the Internet at http://www.sam.usac e.army.mil. Offerors should visit the site and take such other steps, as may be reasonable necessary to ascertain the nature and location of the work, and the general and local conditions, which can affect the work or the cost thereof. Failure to do so sha ll not relieve offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related documents. In this regard, Offerors should note Contract Clause FAR 52.236-3 Site Investigation and Conditions Affectin g the Work.
