Description
The National Imagery and Mapping Agency (NIMA) has announced a Fiscal Year 2002 competition for the NIMA University Research Initiative (NURI). NIMA encourages and accepts proposals from universities, other educational institutions, and consortia of universities. Offerors who propose as a teaming arrangement must name one principal investigator as the responsible technical point on contact. Similarly, one institution will be the primary awardee for the purposes of award execution. NIMA also welcomes proposals from Historically Black Colleges and Universities, Hispanic-serving Institutions, Tribal Colleges and Universities, and Other Minority Institutions, either individually or as members of proposed teams. This announcement does not provide a set-aside for funding proposals from minority institutions. However, an additional BAA released will provide for a specific set aside to Minority Institutions. Offerors can propose sub-awards to industrial organizations. However, consistent with the principal goals of a university-based research initiative, the majority of the funds shall remain vested in the university. Evaluators will look for cost sharing by industrial participants as a preferred means to achieve university-industry interactions. To facilitate contact between prospective offerors, NIMA will publish a bidders list on the NIMA PC homepage. Offerors interested in being included on the bidders list shall notify the contracting officer via e-mail. The request shall include the name of the organization and point of contact information (name, address, phone, e-mail). NIMA intends to publish a Questions and Answer document on the NIMA PC Homepage. Questions shall be submitted to the Contracting Officer via e-mail. Questions and answers applicable to all prospective offerors will be included in the Q&A document.
