Description
The Department of Defense (DoD) recognizes its responsibility to protect the public from, and mitigate the consequences of, the hazards associated with an accident involving U.S. nuclear weapons, including the necessity for a correct and coordinated Federa l response in the event of such an accident. With this responsibility in mind, DoD Directive (DoDD) 5105.62, Defense Threat Reduction Agency (DTRA), dated 30 September 1998, assigned the Director, DTRA, the responsibility for providing emergency response support, including training exercises. Plans in the DoD, Federal, State and local government detail how various organizations will respond in the unlikely event of an accident. The purpose of DTRA's accident/incident and consequence management exercises is to evaluate existing procedures and interactive processes required to respond to accidents and incidents involving nuclear weapons, nuclear reactors, improvised nuclear/radiolo gical devices, other radiological materials, or other WMD material. The Emergency Response Branch (CSER) is responsible for the planning, development, exercise and evaluation of policies and procedures to maintain the national response capability. The go als of national-level exercises are to improve US response capabilities and to evaluate federal, state, and local policies for responding to radiological accidents or incidents, and when applicable, evaluate allied policies. These exercises require player s to respond to simulated accidents and incidents involving nuclear weapons, nuclear reactors, improvised nuclear devices, or other radiological materials located within the Continental United States (CONUS) and overseas. DTRA is seeking industry input in developing an acquistion strategy to support this requirement. Interested parties are requested to review the following Statement of Objectives and corresponding questions and provide responses to the contract specialist (Tom Cox -- not later than 10 December 2001. This is a request for information only. A solicitation is not currently available nor does the Government commit to the issuance of a solicitation. The Government assumes no liability for cost incurred in responding to this announcement. QUESTIONS 1. What innovative processes would you apply to the execution of the Statement of Objectives to save time, money, and travel? 2. If you are not located in the National Capital Region, how would you provide ready access for DTRA exercise planners and program managers for coordination of routine business? 3. How would you provide an authentic exercise environment? What modeling and simulation tools do you have experience with? 4. What innovative processes would you apply to the exercise control process? 5. What innovative processes would you apply to the exercise evaluation process? 6. Can your firm provide the full spectrum of services as described in the Statement of Objectives? Will your firm require use of teaming arrangements/subcontractors to perform some or all of the requirements, and if so, which ones? 7. Secret clearances (and SCI and SPECAT clearances) will be required for personnel working on-site at DTRA and other DoD locations. Do you foresee this as a risk in your ability to quickly provide
