Description
The Government has a requirement for professional Architect/Engineering Services, with Industrial Hygiene Services, to provide design for project 646-02-101U to Renovate 8 West Clinics at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Services shall include site investigation, design, preparation of contract drawings and specifications,construction cost estimate and construction period services as owner's technical representative. The A/E shall develop working drawings and specifications to renovate Building 1, 8 West into clinical examination suites (approximately 8,190 sq.ft.). Work includes architectural, electrical, and mechanical including HVAC, asbestos abatement with monitoring and site modifications. A/E shall design the project work in accordance with VA guidelines and specifications and all other applicable codes, regulations,and requirements, with particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and VA program guide PG-18-14 "Room Finishes, Door and Hardware schedule. A/E is also responsible for providing professional Industrial Hygiene Services to perform asbestos survey, investigations, bulk sampling, asbestos removal specification and drawings, and monitoring in appropriate areas during construction period services. A/E shall provide complete site investigation to include architectural, structural, mechanical, electrical and environmental to determine existing as-built conditions affecting project, including evaluating patient traffic flow patterns. There will be three (3) reviews, with an initial meeting within 14 days after award. Schematic submission due within fourteen (14) days after initial meeting; 50% construction documents due 21 days after return of approved schematic; 100% due within 21 days after return of approved previous submission. Three (3) to (5) copies of specifications, drawings and cost estimates are required for each review submission with an additional copy at the 100% for the VISN Fire Safety Professional Engineer. Twenty (20) sets of Construction Documents are due within 112 days after date of award. All drawings to be done in AutoCAD 2000 and specifications in Microsoft Work 5.0 or higher. During construction period, A/E shall assist VA to determine whether contractor or subcontractors meet qualification requirements, support by written recommendations of any problems or litigation encountered in past based on 1st hand knowledge; Review all submissions and provide recommendations to the VA; Review and provide replies to RFI's, contractor's cost estimate and provide recommendations; make site visits and prepare written reports to include agreed upon change in design as determined necessary during construction; participate in partial/final acceptance inspections and generate punch list items for completion. After construction A/E shall prepare and submit accurate, complete as-built drawings on AutoCAD 2000. Procurement is open to both large and small businesses with award issued pursuant to the Small Business Competitiveness Demonstration Program. The NAIC Code is 541330 with the small business size standard of $4.0 million. Construction cost estimate is between $500,000 and $1,000,000. Award will be to the A/E judged by the VA to be the best qualified for the work. See Numbered Note 24. The following additional factors also apply: Evaluation of knowledge of healthcare facilities and prior successful experience designing projects of this size, nature and cost; Reputation and standing of firm and principals officials with respect to professional performance, general management and cooperativeness; Record of significant claims against client because of improper of incomplete architectural and engineering services; Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team. Area of consideration is limited to a 60-mile radius from the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Award is subject to the availability of funds. This is not a request for proposal. All interested, responsible and qualified business firms within the geographic limitation desiring consideration shall submit three (3) copies of SF254 and SF255 to the attention of the Marian Ropelewski (04A1-H) at the above address. Forms must be received no later than COB, (4:30 PM Standard time) January 16, 2001.
