The Minerals Management Service (MMS) intends to award a Purchase Order to Standard and Poor's DRI, 1200 G Street, N.W., 10th Floor, Washington, D.C. 20005, utilizing other than full and open competition for sixteen (16) yearly subscriptions for site licenses for Internet data access to spot price publications for Inside FERC, Platt's Oilgram, Gas Daily and Natural Gas Intellegence. No solicitation is available for this sole source acquisition. Authority for this non-competivie acquisiton is found under 41 U.S.C. 253(c)(1). See numbered Note 22.
