Description
NAVICP-Mechanicsburg plans to add a rate gyroscope, NSN 6615-01-159-4340, P/N 6196547 to contract N00104-00-D-ZD21 with Raytheon Missile Systems-Tucson, AZ awarded in March 2000 as a fixed price (FP) Performance Based Logistics (PBL) requirements contract for a five year base period. The award covers roughly 1000 various repair and replacement spares (NSNs) for the Close-In-Weapon-System (also known as PHALANX) currently installed on US Navy and Coast Guard ships. Foreign Military Sales customers are also covered. Raytheon functions as the Government=s Commercial Stock Point for these spares in support of domestic requirements including the performance of all routine inventory management functions including receiving, shipping, tracking, warehousing, reporting and scheduling. The goal is to improve the availability and reliability for the weapon system while simultaneously re ducing overall support costs. The Navy's individual requirements as outlined above are separately clinned and priced on a FP LOT basis. Performance metrics exist for three categories of requisitions. The gyroscope was previously supported by the Defense Logistics Agency-Charleston as a 9-cog NSN but has been back-transferred to ICP-M for PBL support via repairs and new builds. Adequate specifications/drawings are not available for full and open competition. The release of the modification for contractual coverage is anticipated for late December 2001.
