Description
The U.S. Army Tank-automotive and Armaments Command is soliciting input from industry on the draft Scope of Work for the pending acquisition of engineering and technical support services for continued FSCS vehicle demonstration and evaluation of technology activities. To meet this requirement it is currently planned to sole source the award of one contract to each of the current FSCS contractors; BAE Systems [PRIME] for LANCER (major subcontractors Raytheon, United Defense, Alvis) and SIKA International (Lockheed Martin, BAE Systems Joint Venture with major subcontractors, General Dynamics, Vickers). Their proprietary Integrated Demonstrator FSCS vehicles, developed under the current FSCS contracts, will serve as the platforms for this effort. This requirement encompasses development and engineering, test and demonstrations, assessments, and contractor logistical support. The primary objective of this effort is to selectively target key FSCS technology areas to continue further technology maturation and risk reduction activity. This will primarily be accomplished through further evaluation of the Integrated Demonstrator (ID) platforms. This also could entail potential modification and evaluation of current FSCS risk mitigation assets such as subsystem demonstration Rigs, System Integration Laboratories (SILs) and the ID vehicles. A secondary potential also exists to modify the ID vehicle to interface with other platform assets for the purpose of participating in other US Army demonstration initiatives. The starting baseline configuration of the ID vehicle, Rigs and SIL assets for this effort will be their final configuration at month 42 of the TRACER/FSCS PD/ATD contracts. The Government's intent is to issue two Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) contracts to the current FSCS contractor consortia who own the data rights to and have developed the Integrated Demonstrator platforms.
